RESOLUTION NO. 93-287
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, SUPPORTING H.R. 140,
THE FEDERAL MANDATE RELIEF ACT OF 1993.
WHEREAS, unfunded federal mandates on state and local governments have bl
increasingly extensive in recent years; and
WHEREAS, such mandates have, in many instances, added to growing deficits i
local budgets and have resulted in the need for local governments to increase revenue
services; and
WHEREAS, such excessive fiscal burdens on local governments have undermint
instances, the ability of local governments to achieve their responsibilities under state an

WHEREAS, Congressman Gary A. Condit (D-CA) has introduced H.R. 140, the F
Mandate Relief Act of 1993; and
WHEREAS, this legislation would assure that the federal government pays the tc
of direct cost incurred by state and local governments in complying with certain requiren

WHEREAS, this legislation would provide that any requirement under a federal s
