A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WBAl
CALIFORNIA, APPROVING THE SUBMrrrAL OF THE NORTH COUN'I APPLICATION TO THE CALIFORNIAINTEGRATED WAszlE MANAGEMEE BOARD TO BE DESIGNATED A RECYCLING MARKET DEVELOPMENT ZOR
WHEREAS, the City of Carlsbad seeks innovative and progressive ap
6 to solid waste management; and
7 WHEREAS, the current solid waste management practices and con(
8 Carlsbad are favorable to development of post-consumer waste materials marke
9 WHEREAS, the California Integrated Waste Management Boa;

designated as Recycling Market Development Zones; and 11
financial and technical assistance to private sector recycling business located in juri
12 WHEREAS, the designation of North County as a Recycling

Development Zone is necessary and desirable in order to assist in attracting priv:
Diego (representing Rancho Bernard0 and Mira Mesa), San Marcos, Solana Beal 16
WHEREAS, the cities Del Mar, Encinitas, Escondido, Oceanside, Po 15
recycling businesses to this area;
and the County of San Diego (representing unincorporated North County), are dt l7
