A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS, AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
JEFFERSON STREET BIKE LANES, PROJECT NO. 3156, AND
AUTHORIZING THE MAYOR TO SIGN THE PROGRAM
SUPPLEMENT NO. 17 TO THE LOCAL AGENCY-STATE MASTER
AGREEMENT FOR FEDERAL AID PROJECTS.
I WHEREAS, the City Council of the City of Carlsbad has determined it necessary,

II desirable, and in the public interest to construct the Jefferson Street Bike Lanes; and

WHEREAS, plans, specifications, and contract documents for the furnishing of all labor,
materials, tools, equipment, transportation, and other expenses necessary or incidental for said
project have been prepared and are on file in the Engineering Department of the City of
Carlsbad; and
WHEREAS, the City Council of the City of Carlsbad has previously appropriated State
Grant funds with a remaining amount of $69,000 for said project; and
WHEREAS, the City has made application for Federal Intermodal Surface Transportation
Efficiency Act (ISTEA) funding through Caltrans in the amount of $162,717.
18 / WHEREAS, State Grant and Federal ISTEAfunds are currently available in Project Account
19 / No. 380-820-8105-3156 ($69,281) and 392-820-821 l-31 56 ($162,717), respectively, for a total of
20 $231,998; and
21 WHEREAS, the sum of the funds are in excess of the anticipated costs of construction;
22 and
23 WHEREAS, the Mayor is authorized to sign the program supplement number 17 to the

WHEREAS, construction of said improvements is a matter of public necessity and safety.

program supplement no. 17 to the Local Agency-State Master Agreement Number 11 -531
Federal Aid Projects to Caltrans.
