CASE NAME: SHORELINE PRESERVATION STRATEGY OBJECTIVES CASE NO: LCPA 93-05 WHEREAS, the Planning Commission did on May 4, 1994 ho I 8 11 a duly noticed public hearing as prescribed by law to consid 9 10 11 12 13 Local Coastal Program Amendment LCPA 93-05 and adopted Planni Commission Resolution No. 3639, recommending to the City Counc that they be approved: and WHEREAS, the City Council did on the 28th day JUNE , 1994, hold a duly noticed public hearing l4 // prescribed by law to consider the proposed suggested modificatio l5 11 to the text of all segments of the Local Coastal Program shown l6 3.7 Exhibit "LCPA 93-05", dated May 4, 1994, attached hereto, and desiring to be heard, the City Council considered all factc l9 considering all testimony and arguments, if any, of all persc l8 WHEREAS, at said public hearing, upon hearing a I 2o 11 relating to the Local Coastal Program Amendment. 21 ll NOW, THEREFORE, BE IT RESOLVED by the City Council 22 23 the City of Carlsbad as follows: City Council in this matter. 26 Commission in Resolution No. 3639 constitute the findings of t 25 2. ' STANDARD PACIFIC Policy 3 - Drainage, Erosion Control A site specific report prepared by a qualified professional shall be required to provide the necessary mitigation for increased runoff and sedimentation. The report shall be subject to the requirements of the Model Erosion Control Ordinance contained in the Appendix to the June 1980 Carlsbad Master Drainage Plan and the additional requirements .contained herein. Such mitigation shall become an element of the project and shall be installed prior to initial grading. At a minimum, such mitigation shall require construction of all improvements shown in the Master Drainage Plan between the project site and the lagoon (including the debris basin), restriction of grading activities to the months of April through September, revegetation of all graded areas immediately after grading, and mechanism for permanent maintenance if the City declines to accept the responsibility. Construction of drainage improvements may be through the formation of an assessment district of through any similar arrangement that allots costs among the various landowners in an equitable manner. 3. OCCIDENTAL LAND, INC. Policy 2 - Drainage, Erosion Control In the event of commercial and/or residential development pursuant to a Coastal Development Permit, a site specific report prepared by a qualified professional shall be required to provide the necessary mitigation for increased runoff and sedimentation. RANCHO LA COSTA Policy 3: Drainage and Erosion Control 7) (e) All areas disturbed by grading, but not completed during the construction period, including graded pads, shall be planted and stabilized prior to October 1st with temporary or permanent (in the case of finished slopes) erosion control measures and native vegetation. The use of temporary erosion control measures such as berms, interceptor ditches, sandbagging, filtered inlets, debris basins and sik traps, shall be utilized in conjunction with plantings to minimize soil loss from tht construction site. Said planting shall be accomplished under the supervision of 2 licensed landscaped architect and shall consist of seeding, mulching, fertilization an( irrigation adequate to provide 90 percent coverage within 90 days. Planting shal be repeated, if the required level of coverage is not established. This requiremen shall apply to all disturbed soils, including stockpiles. 2 0 0 MELLO II 4. Note: The Batiquitos Educational Park Master Plan provides additional specific standards which relate to grading - see standards for individual areas and General Grading Guidelines. OBJECTIVES OF THE DESIGN MANUAL The implementation of the Village Redevelopment Plan and the comprehensive improvement of the.urban core of the Carlsbad planning area are the primary objectives of the Design Manual. The intent of the Village Design manual is to provide general design guidelines and regulations. The document should provide an understanding of the lltype" and "qualityl' of development being sought by the Housing and Redevelopment Commission (Redevelopment Agency), It should be viewed as providing guidance and parameters rather than strict standards. The primary responsibility for applying ,and interpreting the guidelines contained herein rests with the Design Review Board and with the Commission which retains ultimate authority and responsibility for application. The Design Review Board shall consist of highly qualified persons with an interest in the field of urban design and a member from the City staff shall be appointed to advise associated proposals as they relate to the Village Design Manual and intent of this plan. 5
