HomeMy WebLinkAbout1994-06-28; City Council; Resolution 94-1874 ll 0 0 I/ CITY COUNCIL RESOLUTION NO. 94-187 *, 1 2 3 4 5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA TO SUPPORT THE APPROPRIATION OF $500,000 IN REDEVELOPMENT LOW AND MODERATE HOUSING PROJECT KNOWN AS THE LAUREL TREE APARTMENTS PROJECT AND TO SUPPORT AN APPLICATION BY THE MAAC PROJECT FOR HOME FUNDS FROM THE STATE OF CALIFORNIA. INCOME HOUSING SET-ASIDE FUNDS FOR AN AFFORDABLE t5 // WHEREAS, the California State Department of Housing and Comm 7 1) Development, hereinafter referred to as the "Department", has issued a Notice of Fur 81i Availability (NOFA) for the Federal HOME Investment Partnership Program and is autho 9 10 11 to approve funding allocations which will be made available directly through the Department of Housing and Urban Development (HUD) to be used for the purposes set Ij in Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990, the impleme 12 3.3 14 regulations set forth in Title 24 of the Code of Federal Regulations, part 92, and Title 2 the California Code of Regulations commencing with section 8200; and 15 I! WHEREAS, the Metropolitan Area Advisory Committee, known as the M 16 income households proposed to be constructed within the City of Carlsbad; and 19 rental project, known as the Laurel Tree Apartments Affordable Housing Project, for very 18 Housing Organization (CHDO), from the Department for an affordable housing multi-fa 17 Project, has desire to apply for the subject HOME funds, as a Community Develop1 20 WHEREAS, the City of Carlsbad has a high priority need to provide new rz 21 units for very low income households as outlined within the City's approved Comprehen 22 /I Housing Affordability Strategy and Housing Element; and 23 11 WHEREAS, the City of Carlsbad desires to show support for the proposed LE 24 I/ ti Tree Apartments Affordable Housing Project and the MAAC Project's application for H( 25 26 I/ funds from the Department to assist in financing the subject project. 27 /I .... 28 b /I e 0 a CC RESOLUTION NO. 94-187 PAGE 2 1 2 3 of Carlsbad, California, as follows: NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of thc 4 5 6 7 8 9 10 11 12 13 14 1. The above recitations are true and correct. 2. The City Council supports action by the Carlsbad Redevelopment Agen expend a maximum of $500,00Ofrom the Low and Moderate Income Ho Set-aside Fund for the purposes of providing new housing rental units fol low income households within the Laurel Tree Apartments Affordable Ho Project. 3. That the Low and Moderate Income Housing Set-Aside Funds will be u: combination with Federal Home Investment Partnership Program Funds (H to finance the costs associated with acquiring property and/or constructin! affordable housing units within the Laurel Tree Apartments Affordable Ha Project. 4.
