A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, SUPPORTING STATE AND FEDERAL FUNDING
ASSISTANCE FOR A SAN DIEGO REGIONWIDE BEACH
REPLENISHMENT INITIATIVE
WHEREAS, the U.S. Army Corps of Engineers, Coast of California Study, has idc
6 11 the majority of the San Diego Region’s beaches as having eroded significantly in th

WHEREAS, currently narrow beaches will continue to erode in the future due to limi
on natural sand sources due to development of the region’s coastal plains and foothills:
WHEREAS, the San Diego Region’s beaches are a priceless resource of Sta
National significance which provide important environmental, recreational and economic b
13 // to the region, the State and the Nation; and

16 enhance the region’s beaches; and
WHEREAS, the San Diego Regional Shoreline Preservation Strategy, adopted by Sf
in 1993, calls for a cooperative regionwide beach replenishment program to presen
17 WHEREAS, the U.S. Navy’s Aircraft Homeporting Project is expected to dredge

range of 12 million cubic yards of uncontaminated beach quality sand from San Diego F
20
providing a once-in-a-generation opportunity to substantially replenish the region’s e
~ beaches; and 21

WHEREAS, potential beach replenishment sites have been identified that would I
the public beaches of the region’s eight coastal cities, as well as beaches controlle
managed by the State Department of Parks and Recreation, the US. Navy, and the San
Unified Port District; and
WHEREAS, additional funds will be needed to transport the sand to beach replenis
sites. The average additional cost is estimated to be about $1 per cubic yard; an unprecec
28 low unit cost for beach replenishment; and

WHEREAS, SANDAG and its Shoreline Erosion Committee have supported a
initiative to restore the San Diego Region’s critically eroded beaches, including seekir
additional funds needed to transport sand from the Navy’s Carrier Homeporting Proj
potential beach replenishment sites.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Car
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council of the City of Carlsbad supports obtaining State and F
funds to assist in a San Diego Regionwide beach replenishment initiative based on transp
sand from the U.S. Navy Carrier Homeporting Project to the region’s critically eroded bec
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City C
held on the 15th day of NOVEMBER , 1994 by the following vote, to wit:
