CITY COUNCIL RESOLUTION NO. 95-3 62
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING DISTRIBUTION OF
A REQUEST FOR PROPOSALS FOR CDBG/HOME PROGRAM
YEAR 1996-97; ACCEPTING PUBLIC COMMENTS AND
APPROVING THE 1996-97 CDBGBOME FUNDING PLAN
STRATEGY; AND APPROVING THE APPLICATION REVIEW
PROCESS
WHEREAS, the City of Carlsbad has been informed that it is entitled to a n

g Department of Housing and Urban Development (HUD) for fiscal year 1996-97;
allocation of Community Development Block Grant (CDBG) funds from the U
10 WHEREAS, on June 20, 1995 the City of Carlsbad approved participation in ' ' San Diego Urban County HOME Investment Partnership Consortium and is entitled
l2 11 an allocation of HOME Investment Partnership funds for fiscal year 1996-97;

WHEREAS, the City Council of the City of Carlsbad, California, held a put 14
15 hearing to consider the distribution of a "Request for Proposals" for Carlsbad's 1996
16 CDBG/HOME Program and the required documents for development and implementat
17 of Carlsbad's 1996-97 CDBG/HOME Program; and,
18 WHEREAS, the City Council has taken all testimony into account.

NOW, THEREFORE BE IT HEREBY RESOLVED as follows:
1. The above recitations are true and correct.
2. That staff of the Housing and Redevelopment Department is herc
authorized to distribute a "Request for Proposals" for the Citj
Carlsbad's 1996-97 Community Development Block Grant/HOI
Program.
3. That the City Council has hereby approved the 1996
CDBG/HOME Funding Plan Strategy, required by fedc
regulations, for Carlsbad's Community Development Block GI
Program and HOME Program.

4. That the City Council has hereby approved revisions to Carlsb
Application Review Process for the CDBG Program and apprc
the allocation process for its HOME funds.
PASSED, APPROVED AND ADOPTED at a regular meeting oi
City Council of the City of Carlsbad, California, held on the 19th day of
DECEMBER , 1995, by the following vote, to wit:
AYES: Council Members Lewis, Kulchin, Finnila, Hall
NOES: None
ABSENT: Council Member Nygaard
ABSTAIN: None
