CITY COUNCIL RESOLUTION NO. 96-99
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING THE MAYOR TO
EXECUTE A LETTER TO THE SAN DIEGO BOARD OF
SUPERVISORS REGARDING A REPORT BY THE SAN DIEGO
REGION CITIZENS' COMMISSION ON LOCAL GOVERNMENT
EFFICIENCY AND RESTRUCTURING.
WHEREAS, the San Diego County Board of Supemisom has requested that the Carlsbad
City Council review and comment on the report by the San Diego Region Citizens
Commission on Local Government Efficiency and Restructuring; and
WHEREAS, the report recommends a restructuring of local government in Sm
Diego County which would likely reduce the authority of the City of Carlsbad to make
decisions regarding local and regional mattem of impo-ce; and,
WHEREAS, the report does not fully address issues regarding unfunded man*
and state allocation of funds Shelter for the Homeless;
NOW, THEREFORE, BE IT HEREBY RESOLVED, by the City Council of
the City of Carlsbad, California, as follows:

That the above recitations are true and correct.
That the City council hereby authorizes the Mayor to execute a letter to
the San Diego Board of Supervisors regaxkg the Council's concern over
the above stated report's proposed reduction of local decision making
authority and the need to address unfunded mandates and state allocation
of funds before the proposal can be adequately evaluated.
