A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING THE SUBMITTAL OF
FOR THE CITY’S COMMUNITY DEVELOPMENT BLOCK
GRANT/HOME PROGRAM TO THE U.S. DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT
THE 1996-97 CONSOLIDATED FUNDING STRATEGY AND PLAN
WHEREAS, the City Council of the City of Carlsbad, California, selectec
projects and funding allocations for the City’s 1996-97 Community Development Bloc1
Grant/HOME Program during a public meeting on April 16, 1996;
WHEREAS, the City of Carlsbad’s 1996-96 Consolidated Funding Strategy an(
Plan, outlining all projects approved for CDBGlHOME funding, was made available fo
public review and comment for thirty (30) days beginning April 14, 1996 and endin]
May 14, 1996;
WHEREAS, the City of Carlsbad is committed to continuing to providi
affordable housing in the City for low income households as outlined in the Housinj
Element of the General Plan and in the Consolidated Strategy and Plan, a five year plai
required by HUD to assist in the increase and preservation of affordable housing and tc
meet the non-housing community development needs of the City; and
WHEREAS, the City of Carlsbad is committed to continuing to provide a suitabll
living environment and to expand economic opportunities for the City’s low-incom
residents as is also outlined in the Five Year Consolidated Strategy and Plan.
WHEREAS, the City Council of the City of Carlsbad, California considered th
Consolidated Funding Strategy and Plan for the City’s Community Development Bloc
Grant/HOME Program;
WHEREAS, the City Council has taken all testimony into account.

NOW, THEREFORE BE IT HEREBY RESOLVED as follows:

That the above recitations are true and correct.
That City Council approves the submittal of the 1996-97 Consolidatec
Funding Strategy and Plan for the Community Development Bloc1
Grant/HOME Program to the U.S. Department of Housing and Urba
Development.
That the Housing and Redevelopment Director is authorized to submit the
required application documents, the Annual Consolidated Funding Plan
to the U.S. Department of Housing and Urban Development for approva
upon expiration of the public review and comment period.
PASSED, APPROVED AND ADOPTED at a regular meeting of thc
