HomeMy WebLinkAbout1996-05-14; City Council; Resolution 96-175v 1 2 3 4 5 6 7 8 9 10 11 12 13 14 l5 16 17 18 19 20 21 22 23 24 25 26 27 28 e 0 RESOLUTION NO. 9 6 - 17 5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, DIRECTING STAFF TO REQUIRE DEVELOPERS TO BOND FOR FUTURE TRAIL IMPROVEMENTS, REQUESTING ADDITIONAL INFORMATION TO DETERMINE WHETHER TO PLACE AN ADVISORY MEASURE ON THE BALLOT, AND APPROPRIATING FUNDS FOR THE UPDATE OF THE OPEN SPACE AND CONSERVATION RESOURCE MANAGEMENT PLAN WHEREAS, On September 26, 1995, City Council requested that staff rc and report back on several issues related to the proposed citywide trail system; and WHEREAS, in September 1992, Council accepted the Open Spa( Conservation Resource Management Plan (OSCRMP) which includes plans to acquir construct improvements and maintain a citywide trail system; and WHEREAS, certain conditions have changed since acceptance of the OS and an update of the OSCRMP is necessary and desirous and funds are available in the ( Fund Council Contingency Account; and WHEREAS, fhding sources are not available for land, improvemenl maintenance of the citywide trail system; and WHEREAS, development projects that contain a proposed trail segmc required to be designed with trails; and WHEREAS, developer fimding for trail improvements in certain projects lost without imposing additional development conditions; and WHEREAS, upon considering the request, the City Council considered all relating to citywide trail system issues. That the above recitations are true and correct. That staffrequire developers to provide adequate security through bonds, le credit, cash or other acceptable security for fbture trail improvements to lost trail construction opportunities. That the Finance Director is authorized to appropriate $25,000.00 frc Council Contingency Account for the update of the Open Space and Conse Resource Management Plan. That staff return to Council with additional information for a determina whether an advisory measure regarding the citywide trails system should be on the ballot.
