CONVERTING THE FUNDING OF ONE POSITION; AND AMENDING THE GENERAL EMPLOYEES’ SALARY SCHEDULE. WHEREAS, the City Manager recommends and the City Council concurs, tha positions in the Carlsbad Municipal Water District (CMWD) be included under the Ger Employee Classification and Salary Plan through attrition by deleting all former CM classifications, as listed in the Carlsbad Municipal Water District Salary Schedule positions become vacant and reestablishing all positions into the General Emplc Classification and Salary Plan; WHEREAS, the City Manager recommends and the City Council concurs, thal classifications of Utility Worker I, 11, and 111, Sanitation Systems Operator I, 11, and Water Systems Operator I, 11, and 111, Water Conservation Specialist, OperationsMaintenance Storekeeper be adopted and included in the General Empk Classification and Salary Plan; and, WHEREAS, the City Manager recommends and the City Council concurs, that classifications of Utility Systems Operator I1 and Utility Systems Operator I11 be deleted the positions be reclassified and reallocated to Sanitation Systems Operator I1 and Sank Systems Operator 111; and, m. 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 I" 18 19 20 21 22 23 24 25 26 27 28 e 0 WHEREAS, the City Manager recommends and the City Council concurs, that funding for the vacant Service Coordinator position be converted to an Enginee Technician I position; and, WHEREAS, the City and CCEA have met and conferred on the impacts of tl recommendations on represented employees. NOW, THEREFORE, BE IT RESOLVED by the City Council of the Ciq Carlsbad, California, as follows: 1. 2. That the above recitations are true and correct. That the City Council establishes all positions in CMWD under General Employee Classification and Salary Plan by deleting former CMWD classificatic as listed in the CMWD Salary Schedule, as positions become vacant and reestablishing tl vacant positions within the General Employee Classification and Salary Plan. 3. DISTINGUISHING CHARACTERISTICS: Utility Worker I is the entry level class in this series. Initially under close supervision, incumbents learn and perform a variety of duties in the maintenance, operations and repair of water distribution and sewer collection systems; and in the maintenance of landscape and facilities. Incumbents at the I level may reasonably expect to advance to the I1 level through the promotional process by demonstrating the proficiency and meeting the qualifications of the higher level class. Utility Worker I1 is the journey level class in this series. Incumbents perform the full range of maintenance and repair duties and may be assigned in any maintenance or operations area. This class typically reports to a lead worker or supervisor for work assignments, though is expected to work independently once assignments are determined. Utility Worker I11 is designated as the lead level in this class series, providing direction to a field crew and performing a variety of the most responsible and skilled assignments, including, heavy equipment operation utilizing a variety ol heavy construction equipment, such as, the backhoe, loader, tractor, and bulldozer. This class is distinguished from the I1 level as the lead worker responsible for directing the work of a field crew and operating heavy equipment, and is distinguished from the Supervisor level who is responsible . 0 0 Utility Workers I, 11, I11 p. 2of 5 for supervising all unit staff involved in construction, maintenance or operations assignments and is classified as a management level position. KEY RESPONSIBILITIES: Install, maintain and repair water distribution and sewer collection systems, including water and sewer pipelines, taps, valves, meter services, fire hydrants, manholes and related appurtenances and structures; perform landscaping and grounds maintenance duties; perform construction and maintenance work on buildings and facilities as assigned. Excavate and shore trenches; backfill; cut; patch, repair and resurface streets; clean work sites; adjust valve cans to grade; install and remove concrete and asphalt on streets, curbs, gutters, sidewalks and other public facilities as required. Clear brush; trim, remove or plant trees and shrubs, perform weed abatement; perform general grounds maintenance work, including irrigation repair. Observe safe work methods and safety practices related to the work; cone and flag worksites to secure from traffic; use appropriate safety equipment. SPECIAL REQUIREMENTS: Must possess a valid California Class C driver’s license at the Utility Worker I level; and obtain the Class B license with tanker endorsement within the first year of employment. California Class B with tanker endorsement driver’s license at the I1 level; and Class A driver’s license at the I11 level. Possession of an American Water Works Association (AWWA) Grade I Water Distribution Operator’s certificate and a California Water Environment Association (CWEA) Grade I Collection System Maintenance certificate are desirable at the I and I1 levels and required at the I11 level. May be required to use respirators which prohibit full beards and facial hair that may interfere with a proper respirator fit. PHYSICAL REQUIREMENTS AND ENVIRONMENTAL SETTING: Must possess sufficient strength and stamina to lift, carry and manipulate objects weighing up to 100 pounds and to perform sustained heavy physical labor. DISTINGUISHING CHARACTERISTICS: The Water Conservation Specialist is responsible for conducting water audits for commercial and residential customers and for providing services to businesses and the public relative to the promotion of City's conservation programs. KEY RESPONSIBILITIES: Perform indoor and outdoor water use audits for commercial, industrial, institutional, agricultural and residential users. Analyze water audit results and make recommendations on behavioral and/or mechanical changes in order to achieve water savings and water use efficiency. Provide information to customers, answer questions by telephone, correspondence or in person. Monitor availability of efficient and approved water saving devices and conservation materials. Research and analyze trends in water conservation measures and programs. Perform and supervise the installation of water saving devices. Attend promotional events as needed and distribute informational material.
