RESOLUTION NO. 96-246
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, REQUESTING THE BOARD OF
SUPERVISORS OF THE COUNTY OF SAN DIEGO TO
CONSOLIDATE A GENERAL MUNICIPAL ELECTION TO BE
HELD IN THE CITY OF CARLSBAD ON TUESDAY,
NOVEMBER 5, 1996, WITH THE STATEWIDE GENERAL ELECTION TO BE HELD ON THAT DATE PURSUANT TO SECTION 10403 OF THE ELECTIONS CODE.
WHEREAS, the City Council of the City of Carlsbad cal
General Municipal Election to be held on November 5, 1996
the purpose of electing two Members of the City Council; and
WHEREAS, Section 439.1 of the Administrative Code o
County of San Diego authorizes the Registrar of Voters o
County of San Diego to render specified services relating t
conduct of an election to any City which has by resol
requested the Board of Supervisors to permit the Registr
render the services, subject to requirements set forth in
section; and
WHEREAS, the City of Carlsbad called an election to be
on the same day in the same territory or in territory that
part the same; and
WHEREAS, pursuant to Part 3 (commencing with §l(
Division 10 of the Elections Code, the Board of Supervisor
authority to consolidate public district, city, county or
political subdivision elections with each other and WI
statewide election to be held on the same day;

NOW, THEREFORE, BE IT RESOLVED, that pursuant to the E
cited provisions, the Board of Supervisors of the County c
Diego is hereby requested to permit the Registrar of Vote
perform and render all services and proceedings incidenta
and connected with, the conduct of the subject election c
City of Carlsbad, with cooperation and assistance of the
Clerk of the City of Carlsbad, such services to include, bi
to be limited to the following activities as are appropri;
the subject election:
1. Furnish a tabulation of the number of registered T
in each precinct.
2. Establish voting precincts, secure location:
polling places, secure the services of election officers fol
precinct as required by law, and furnish a list of precj
polling places and election officers for filing in the offi
the City Clerk of the City of Carlsbad.
3. Prepare and furnish to the election officers necc
election supplies for the conduct of the election.
4. Cause to be printed the requisite number of :
ballots, official ballots, polling place slips, rosters,
sheets and other necessary forms.
5. Furnish and address the envelopes necessary to
sample ballots to the registered voters of the City of Carl5
6. Insert the sample ballots and other printed matter
envelopes for mailing, and cause the same to be mailec
required by law.

BE IT FURTHER RESOLVED that pursuant to the requiremen
the laws of the State of California relating to Genera;
Cities within said State, the election of the qualified ele
of the City of Carlsbad was called for the purpose of
election of two Members of the City Council.
BE IT FURTHER RESOLVED that the Board of Supervisors o
County of San Diego is hereby requested to consolidate
election with the other elections to be held on the same da
the same territory, or in territory that is in part the same

BE IT FURTHER RESOLVED that if this consolidatic
ordered, then pursuant to Section 14011 of the Elections Cod
the election shall be held in all respects as if they were
one election; (b) only one form of ballot shall be used; an
the Registrar of Voters of the County of San Diego shall cz
the returns of the subject election as part of the canvass c
returns of the election or elections consolidated hereby.
BE IT FURTHER RESOLVED that if this consolidatic
ordered, then pursuant to Section 14010 of the Elections
within the territories affected by this order of consolid;
the election precincts, polling places, voting booths and PC
hours shall, in every case be the same, and there shall be
one set of election officers in each of the precincts.
BE IT FURTHER RESOLVED that the County of San Diego
be reimbursed in full for the services performed by the Regj
of Voters for the City of Carlsbad upon presentation of
therefor.
BE IT FURTHER RESOLVED AND ORDERED that the City Cle
the City of Carlsbad is hereby directed to deliver fort
certified copies of this resolution to the Clerk of the Boz
Supervisors of the County of San Diego and to the Registr
Voters of the County of San Diego.
