HomeMy WebLinkAbout1998-06-02; City Council; Resolution 98-160% 0 0 RESOLUTION NQ. 98-160 A RESOLUTION OF THE CITY CQUNCIL OF THE CITY OF CARLSBAD ACCEPTING A REPORT REGARDING GROWTH MANAGEMENT CIRCULATION DEFICIENCIES AND APPROPRIATING $50,000 FOR DESIGN OF IMPROVEMENTS TO THE INTERSECTION OF EL CAMINO REAL AND FARADAY AVENUE The City Council of the City of Carlsbad, California, does hereby as follows: WHEREAS, The City Council of the City of Carlsbad has establ Growth Management Program which is codified in Section 21.90 of the C Municipal Code; and WHEREAS, Section 21.90 of the Carlsbad Municipal Code requi Performance Standards for public facilities be met at all times as stated in the ( Facilities and Improvements Plan; and WHEREAS, in the event a public facility is found to be not in con with its stated Performance Standard, the City Manager is required to repc deficiency to the City Council, along with a mitigation program to restore the facility to an acceptable level of service; and WHEREAS, annual monitoring of the traffic circulation system of C has revealed unacceptable levels of service at three locations, namely the intel of El Camino Real and Faraday Avenue, the intersection of Palomar Airport Rc ' El Fuerte Street, and the northbound on-ramp from Palomar Airport Road Interstate 5 Freeway; and WHEREAS, staff has developed a mitigation program to restor location to an acceptable level of service for traffic circulation as required Citywide Facilities and Improvements Plan. 0 0 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: I. The City Council accepts the report of traffic deficienci mitigation program as satisfying the requirements of the Growth Management F 2. Staff is hereby directed to carry out the mitigation measures E the memorandum dated January '13, 1998, from the Public Works Dire' Engineer to the Community Development Director. 3. $50,000 is appropriated from the Traffic Impact Fee Fund to design of improvements to the intersection of El Camino Real and Faraday AVE 4. The Planning Director has determined the actions authorized Resolution to be exempt from the California Environmental Quality Act.
