RESOLUTION NO. 98-332
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, APPROVING LEUCADIA COUNTY
WATER DISTRICT’S PLAN TO PERMANENTLY TRANSFER 1 .O
MGD FROM ENCINA WPCF TO GAFNER WATER RECLAMATION
FACILITY FOR THE PROPOSES OF WATER RECYCLING

6 Whereas, the Leucadia County Water District has proposed construction of permanent
7 secondary effluent transfer facilities at the Encina Water Pollution Control Facility; and
a Whereas, up to one million gallons per day of secondary effluent will be pumped to the
9 Leucadia County Water District’s Gafner Water Reclamation Facility; and

Whereas, this secondary effluent will receive tertiary treatment and be sold as recycled
water to the City of Carlsbad; and
13 I/ Whereas, this proposed transfer has support of EWA staff and has been unanimously
14 approved by the EWA Board of Directors; and
15 Whereas, in accordance with the Encina Revised Basic Agreement, it has been

requested that the respective member agencies, including Carlsbad, approve this Leucadia
County Water District Plan,
l8 II NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

Council held on the 13th day of October , 1998 by the following vote, to
