HomeMy WebLinkAbout1998-10-20; City Council; Resolution 98-344t 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 I I 0 0 RESOLUTION NO. 98-344 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, TO ADOPT THE REVISED RECREATION SERIES JOB DESCRIPTIONS; REALLOCATE THE SALARY RANGES OF RECREATION SPECIALIST AND RECREATION SUPERVISOR 11; RECLASSIFY THREE POSITIONS IN RECREATION; TRANSFER MONIES FROM THE CONTINGENCY ACCOUNT TO RECREATION; AND AMEND THE GENERAL EMPLOYEES’ SALARY SCHEDULE AND FY 1998-99 BUDGET. WHEREAS, it is necessary to revise the classifications of Recreation Assistant, Recreation Specialist, Recreation Supervisor I and I1 in the General Employees’ ~ Classification and Salary Plan, to appropriately describe the assigned responsibilities of these positions; and WHEREAS, it is desirable and necessary to reallocate the salary ranges of the Recreation Specialist from Salary Range 37 to 29 and Recreation Supervisor I1 from Salary Range 56 to 64 in the General Employees’ Salary Schedule, and move three incumbents in the Recreation Supervisor I1 classification to the new salary range; and WHEREAS, it is desirable and necessary to reclassify one Recreation Specialist to Recreation Supervisor I and two Recreation Assistants to Recreation Specialists in the reallocated salary ranges; and WHEREAS, the City and the Carlsbad City Employees’ Association have met and conferred on the impact of this recommendation on their respective represented employees. That the above recitations are true and correct. 2. That the revised job descriptions of Recreation Assistant, Recreation Specialist, Recreation Supervisor I and 11, as shown in Attachment A, attached hereto and made a part thereof, are hereby approved. 3. That the classification of Recreation Specialist is reallocated to Range 29, $1,011.58 - $1,229.58 biweekly, and Recreation Supervisor I1 is reallocated to Range 64, $1,43 3 .O 1 - $1,74 1.83 biweekly, and three Recreation Supervisor I1 incumbents are moved to the new salary range. 4. That the reclassification of one Recreation Specialist to Recreation Supervisor I and two Recreation Assistants to Recreation Specialists in the reallocated salary ranges are hereby approved. 5. That the revised General Employees’ Salary Schedule as shown in Attachment B, attached hereto and made a part thereof, incorporating the classification and salary changes are hereby approved. 6. That the amount of $15,500 is appropriated and transferred from the Council Contingency Account to the Recreation Department account to pay for these salary adjustments. RAUTENKRANZ, City Clerk\ (SEAL) (0 0 0 Attachment A Resolution No. CITY OF CARLSBAD JOB DESCRIPTION JOB TITLE: RECREATION ASSISTANT DEPARTMENT: RECREATION BASIC FUNCTION: Under direct supervision, perform a variety of clerical and specialized duties in support of recreational programs and activities; participate and assist in supervising recreation programs; perform other related work as assigned. DISTINGUISHING CHARACTERISTICS: The Recreation Assistant provides general support to the Recreation Supervisors in the preparation, implementation and monitoring of recreation programs and activities. Work is performed independently under general guidelines set by the supervisor. This level is distinguished from the next higher level of Recreation Specialist who is responsible for directing or supervising a major program and staff. KEY RESPONSIBILITIES: Provide a variety of clerical and specialized support of recreational programs and activities, including but not limited to: preparing event materials, work orders, reports; typing contracts, schedules, worksheets, use permits, class descriptions; processing payment requests, facility use applications; maintaining a database of client information; answering phones; helping patrons; and providing any assistance to the Supervisor in program administration. Meet and communicate with instructors, staff, and the public regarding program information. Assist in planning, organizing and implementing programs and activities. Participate in activities and events as assigned. Assist in supervision and training of hourly staff and volunteers in recreational programs, events and activities. DISTINGUISHING CHARACTERISTICS: The Recreation Specialist is the entry level classification in the Recreation Supervisor series. Positions in this classification are responsible for a specific program, including supervising, recruiting and training staff. Work in this classification is distinguished from that of the Recreation Supervisor I by the degree of independence and responsibility for more than one City-wide program area at the higher level. KEY RESPONSIBILITIES: Coordinate one program area, performing the planning, organizing, and administration of all facets of the program, including supervision of hourly staff. DISTINGUISHING CHARACTERISTICS: This is the senior level classification in the Recreation Supervisor series. Incumbents assigned to this classification are responsible for a recreation/community center and/or park, coordinating with other City departments for maintenance of physical structure and grounds, and all program activities offered at the centerlpark. The incumbents also have additional responsibilities for large city-wide programs, such as, Triathalon, youth sports, or the instructional class programs. Positions assigned to this class are distinguished from the Recreation Supervisor I class by the degree of administrative and supervisory responsibility assigned and the additional responsibility for a recreation/community center facility. KEY RESPONSIBILITIES: Responsible for a recreation/community center and/or park, and all program activities offered at the site location. Supervise and participate in a variety of City-wide recreation program activities.
