HomeMy WebLinkAbout1998-11-10; City Council; Resolution 98-3777 < I/ 0 0 /I RESOLUTION NO. 98-377 1 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING A PILOT PROGRAM FOR THE DEVELOPMENT AND MAINTENANCE OF A TRAIL SEGMENT UTILIZING COMMUNITY VOLUNTEER FORCES AND GRANT FUNDING SECURED FROM THE COASTAL CONSERVANCY I 4 5 6 7 WHEREAS, the Carlsbad Watershed Network (CWN) is a conglomerate profit organizations whose focus is to institute a coordinated effort for the proteci improvement of Coastal Wetlands in Carlsbad and Encinitas; and 8 WHEREAS, CWN on behalf of the Buena Vista Lagoon Foundation has 9 lo for, and received grant funding authorization from the California Coastal Cons 11 for trail improvements within the immediate watershed area of the Buena Vista I and 12 13 WHEREAS, CWN is requesting the City of Carlsbad to authorize the use 14 15 funding and volunteer forces to create trail improvements within a specific area Grove and the immediate watershed area of Buena Vista Lagoon; and 16 19 WHEREAS, the City Council will authorize the advanced developmeni 18 volunteer forces to develop and maintain trail areas within the community; and 17 WHEREAS, CWN is desirous to demonstrate the effectiveness in specific trail area of the Hosp GroveIBuena Vista Lagoon Study area attache( 20 and made a part here of. 21 22 23 Carlsbad, California, the following: 24 1. The expenditure of grant funds secured by Carlsbad Watershed 25 and the use of volunteer forces to construct and maintain a NOW, THEREFORE, BE IT RESOLVED by the City Council of the 26 27 28 portion of trail in Hosp Grove is hereby authorized. 2. City staff is hereby authorized to act in an advisory capacity and PI 1 0 0 1 2 3 4 5 6 7 a 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 I limited but appropriate support to the volunteer efforts conducted to compl specific trail segment, such as administrative processing, tool storage, debris d etc. 3. City staff is hereby directed to review and approve the trail des layout, prior to construction and monitor its development through physical inspec a weekly basis or as otherwise may be necessary. 4. All volunteer forces shall be required to submit signed waiver of forms prior to project participation. All volunteers will be covered as employee City for purposes of workers compensation benefits and such benefits shall be . and exclusive remedy in the event of injuries occurred while performing volunt construction/maintenance activities. 5. The duration of this specific trail construction project shall not beyond the time constraints as outlined in the Coastal Conservancy Grant requil for expenditure of grant funds, and in no event shall extend beyond Septerr 1999. 6. Upon project completion, commencing on or before September 3 City staff, in cooperation with the volunteer project coordinator shall prepare which will evaluate the overall effectiveness of the Pilot Demonstration Program grant funding and volunteers for trail development.
