RESOLUTION NO. 99-168
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA7 REPLACING AND DELETING CURRENT
MANAGEMENT CLASSIFICATIONS; RECLASSIFYING PUBLIC
WORKS POSITIONS; AND AMENDING THE MANAGMENT SALARY
STRUCTURE AND CONFLICT OF INTEREST CODE REFLECTING
THE CHANGES.
WHEREAS, in October 1997, the Public Works Department was created
to consolidate and streamline functions to meet the current organization and
staffing needs; and,
WHEREAS, it is necessary to revise and replace certain management
classifications and establish new classifications of Deputy Public Works Director,
Public Works Manager, Deputy City Engineer, and Construction Manager to
appropriately describe and compensate the assigned responsibilities of this new
department organization; and,
WHEREAS, it is desirable to delete the management classifications of
General Manager, Parks Superintendent, Principal Construction Inspector,
Operations Superintendent, Maintenance Superintendent, Assistant City Engineer,
District Engineer and Traffic Engineer from the Management Classification and
Compensation Plan; and,
WHEREAS, the City Manager recommends that it is desirable and
necessary to reclassify nine Public Works positions into the new Public Works
classifications; and,
WHEREAS, it is necessary to amend the Management Salary Structure
and Conflict of Interest Code to reflect the above changes.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the management classifications of Deputy Public Works
Director at salary grade 7, Public Works Manager at salary grade 6, Deputy City
Engineer at salary grade 6, and Construction Manager at salary grade 4, in the
Management Classification and Salary Plan are hereby approved.
3. That the classifications of General Manager, Parks Superintendent,
Operations Superintendent, Maintenance Superintendent, Principal Construction
Inspector, Assistant City Engineer, District Engineer and Traffic Engineer are
hereby deleted fi-om the Management Classification and Compensation Plan.
4. That the revised Management Salary Structure as shown in
Attachment A, reflecting the above changes is hereby approved.
5 Resolution No. 98-355 and CMWD Resolution 1028 adopted on
October 27, 1998 which approved the “Local Conflict of Interest Code” is
amended to add: Deputy Public Works Director, Public Works Manager, Deputy
City Engineer and Construction Manager with disclosure categories 1,2,3,4; and
to delete the above named former management classifications.

6. That nine Public Works positions as detailed in the agenda bill are
hereby reclassified into the new Public Works classifications.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 18 th day of May ,1999, by the
following vote, to wit:
AYES: Council Members Lewis, Nygaard, Finnila , Kulchin SC Hall
