HomeMy WebLinkAbout1999-09-14; City Council; Resolution 99-3091 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 w W RESOLUTION NO. 99-309 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ADOPTING THE NEW CLASSIFICATION AND SALARY FOR BUSINESS SYSTEMS SPECIALIST, AND REVISED CLASSIFICATION DESCRIPTION FOR MAIL CLERKMESSENGER; AND AMENDING THE GENERAL EMPLOYEES’ SALARY SCHEDULE. WHEREAS, the City Manager recommends and the City Council concurs, that it is desirable and necessary to adopt the classification and salary of Business Systems Specialist, and revised classification description of Mail ClerWMessenger in the General Employees’ Classification and Salary Plan; and, WHEREAS, the City and the Carlsbad City Employees’ Association have met and conferred on the impacts of this recommendation on their respective represented employees. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the new classification of Business Systems Specialist at salary range 84 in the General Employees’ Classification and Salary Plan as shown in Attachment A, attached hereto and made a part thereof, is hereby approved. 3. PASSED, APPROVED, AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 14 th day of Seemher , 1999, by tl following vote, to wit: Ayes: Council Members Lewis, Nygaard, Finnila, Hall & Kulchin Noes: None Absent: None ATTEST: (SEAL) w W Attachment A Resolution No. CITY OF CARLSBAD CLASSIFICATION SPECIFICATION JOB TITLE: BUSINESS SYSTEMS SPECIALIST DEPARTMENT: VARIOUS BASIC FUNCTION: Under general supervision, to provide analytical and technical support in the the maintenance of a specific department’s business systems applications; implement new applications and modules; troubleshoot and test system problems and enhancements; assist users in developing and designing reports; interface with technical services to ensure reliability and access to database information; and perform other related duties as assigned. DISTINGUISHING CHARACTERISTICS: This class is focused on the business processing of information and facilitating use of technology in managing a department‘s data. This position is distinguished from the positions in Information Systems who support the operating systems, database management and integration of the system networks. The Business Systems Specialist is the dedicated department liaison to Information Systems and technical vendors. KEY RESPONSIBILITIES: Maintain the department‘s business process applications; troubleshoot operational problems; perform maintenance and update of data records, tables, and codes; coordinate with Information Systems in implementing and testing functionality of new modules, updates and enhancements to the database. Facilitate use of systems applications to satisfy particular needs of the department and other users; analyze individual user needs; develop maintenance procedures and processes; assist in determining appropriate system solutions. Conduct analysis and research on new business process applications, hardware, and enhancements; design and coordinate development of custom system screens, forms, reports and menus related to users’ needs. Coordinate training and/or train users on functions and operations; develop users’ manuals; and assist with the development of internal procedures and controls for business system processing, including forms and systems designs; prepare documentation of procedures Business Systems Specialist 1 W w Maintain liaison with other city departments and vendors on matters relating to departmental needs and problems; coordinate and facilitate resolution of problems that interrelate across departments and systems. Act as project leader in coordinating user meetings and communications. Write specifications for development of reports; manipulate data in files, initiate global utility changes and prepare transaction codes. Participate in various special projects. Performs other related duties as assigned. Knowledge of specific applications and systems will vary depending on the assignment and will be specified on the job announcement. PHYSlCALlMENTAL DEMANDS AND ENVIRONMENTAL SETTING: While performing the duties of this class, an employee is regularly required to sit; talk or hear, in person and by telephone; use hands to finger, handle, feel or operate standard office equipment; and reach with hands and arms. An employee is frequently required to walk and stand. Specific vision abilities required by this job include close vision and the ability to adjust focus to read and operate office and computer equipment as necessary during the course of the work assignments. Incumbents may occasionally need to travel to various city locations or to off-site meetings as necessary and as the assignment demands. 7/25/99 Business Systems Specialist 3 w 0 Attachment B Resolution No. CITY OF CARLSBAD CLASSIFICATION SPECIFICATION JOB TITLE: MAIL CLEWMESSENGER DEPARTMENT: PURCHASING BASIC FUNCTION: Under general supervision, to collect, sort and deliver interdepartmental and U.S. mail; to drive a City vehicle in delivery of mail; and to do related work as assigned. KEY RESPONSIBILITIES: Sort incoming and outgoing U.S. mail after posting and deliver to post office; process outgoing mail using a scale and postage meter; affix correct postage for postal class and weight. Maintain records on postage to be charged to each department, special delivery, registered and certified mail; maintain current information on meter mail rates and various permits and prepare monthly, quarterly and annual reports regarding these records. Collect and deliver interdepartmental and U.S. mail; deliver City mail to City offices. Act as the City’s liaison to the U. S. Postal Service in implementing mail regulation changes, resolving scheduling problems and other mail related issues to ensure efficient mail delivery and service. Plan work and delivery route schedules. Drive a City automobile, van, or light truck. Operate mail processing equipment; replenish postage on meters necessary to avoid shortages. Maintain adequate mail-related items for stock inventories. Provide assistance to departments to determine their mail needs and requirements. Perform other related duties as assigned.
