HomeMy WebLinkAbout1999-10-19; City Council; Resolution 99-4651 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 L W W CITY COUNCIL RESOLUTION NO. 99-465 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBl CALIFORNIA, DESIGNATING AN EXPANDED REDEVELOPMENT SURVEY AREA WHEREAS, the City Council of the City of Carlsbad, California has been considerin, options for actions to eliminate or reduce the blighting influences of the existing Power Plant l the community, and to achieve more compatible land uses in the designated area of the coastlir within the City of Carlsbad; and, WHEREAS, the City Council has recently considered the potential redevelopment ne of other areas within the community as related to properties located along Carlsbad Boulevard the south of the Power Plant to the city limits; and, WHEREAS, the City Council finds that there is a need to expand the Redevelopment Survey Area which was initially approved and established on December 8, 1998, and subsequently expanded on July 20, 1999, to continue the efforts to determine the appropriatenl of establishing a redevelopment project within the designated area, as expanded; and, WHEREAS, the Redevelopment Survey Area, as expanded, is generally described as being bordered by Agua Hedionda Lagoon on the North, the Pacific Ocean on the West, Interstate 5 and related properties on the East and the city limits on the South, and more specifically detailed on Exhibit “A” to this resolution, as revised by action of the Council on October 19, 1999, which is herein incorporated by reference; and, WHEREAS, the City Council declares its intent to complete a feasibility study of thc survey area, as expanded, and then to proceed with efforts to establish a redevelopment projec area within the designated boundaries of the survey area, as deemed appropriate by the results the study; and, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Car11 as follows: 1. That the above recitations are true and correct. 2. That the attached “Exhibit A” accurately represents the boundaries ofthe Redevelopment Survey Area, as expanded, and that this area requires additional study to determine if a Redevelopment Project Area is feasible. 1 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 W W 3. That the City Council hereby authorizes the City Manager, or designee, to proceed with efforts to prepare the appropriate documentation to establish a redevelopment project area, be known at this time as the South Carlsbad Coastal Redevelopment Project Area, and to process said documentation accordingly, as deemed appropriate by the results of said feasibility study of the expanded Redevelopment Survey Area. PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of City of Carlsbad held on the 19th day of October, 1999, by the following vote to wit: AYES: Lewis, Finnila, Nygaard, Kulchin NOES: None /- ABSTAIN: None ABSENT: Hall *&4?o-ZvL dETkA L.
