HomeMy WebLinkAbout2000-03-21; City Council; Resolution 2000-956' 1 1 2 3 4 m 0 RESOLUTION NO. 2000-95 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ESTABLISHING THE PROCESS FOR CREATING THE CITY OF CARLSBAD RESIDENTIAL TRAFFIC MANAGEMENT PROGRAM. 5 WHEREAS, the City of Carlsbad Circulation Element of the General Plan i! 6 comprehensive plan for the circulation of people, goods and services in a safe and effic 7 manner; and 8 WHEREAS, a goal of the Circulation Element is to have "A City with an integr; transportation network serving local and regional needs which accommodate a balanct different travel modes based on safety, convenience, attractiveness, costs, environmental social impacts"; and 9 10 11 WHEREAS, the City Council has established a strategic goal to integratt l2 and l3 comprehensive, efficient transportation system with quality of life-centered land use decisil 14 WHEREAS, the City Council has determined that speeding and excessive traffic volu 15 on residential streets are to be discouraged; and 16 WHEREAS, the City Council desires to formalize a program to address citizen concl 17 regarding speeding and excessive traffic volumes on residential streets; and WHEREAS, the City Council has determined that a citizen committee shall be forme develop strategies and recommendations to address residential neighborhood speeding excessive traffic volume concerns; and 18 19 20 WHEREAS, the committee will develop a. written document of policies and proced' and provide recommendations that formalizes the City of Carlsbad Residential Tr 21 22 Management Program. 23 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carls 24 California, as follows: 25 2. That a not-to-exceed seven-person committee of Carlsbad residents wil 26 1. That the above recitations are true and correct. 27 formed consisting of one Traffic Safety Commission member, one Planning Commission mer and five citizens-at-large in accordance with Carlsbad Municipal Code Section 2.06.070. 28 4 * 1 0 0 3. That after careful study, public input and consideration of all relevant 2 findings to the City Council within 12 months after its formation. After delivering its report appropriate information on residential traffic management, the committee will make its report recommendations, the committee's work is completed and shall be automatically disso 3 4 (1 unless another City Council resolution extends it. . 5 4. The meetings of the citizens committee shall be open and public and any pel may attend. The committee shall select a chairperson from its members and shall conduc meetings in general conformance to City Council procedures. It shall allow a reason. 6 7 8 comment period on each of its meetings for public comment. 9 5. The committee shall be given all necessary support, supplies, mater1 10 shall attend all of its meetings and assist it in the conduct of its business. 12 The Public Works Director or his designee shall be an ex-officio member of the committee 11 assistance of experts, and other resources necessary for the expeditious completion of its w 13 6. That the City Clerk's office will receive applications from those resid1 14 expressing an interest to serve on the committee. 7.
