RESOLUTION NO. 2000-96
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING A
CONTRACT FOR THE WIDENING OF PALOMAR AIRPORT ROAD
FROM EL CAMINO REAL TO MELROSE DRIVE, PROJECT 3602;
APPROVING PLANS AND SPECIFICATIONS, FOR PALOMAR
AIRPORT ROAD AND EL CAMINO REAL TURN LANES AND
APPROVING A CONTRACT CHANGE ORDER TO CASTELLO, INC.
FOR CONSTRUCTION OF THESE IMPROVEMENTS, PROJECT 3676.
WHEREAS, the City Council of the City of Carlsbad has previously authori
the advertisement for bids for the widening of Palomar Airport Road from El Camino Re2
Melrose Drive, Project No. 3602; and
WHEREAS, the City Council does hereby find that Project No. 3602 is in prior complia
with Mitigated Negative Declaration EIA 91-14; and
WHEREAS, fifteen (15) sealed bids were received on February 1, 2000 by the City
Carlsbad for the widening of Palomar Airport Road, Project No. 3602; and
WHEREAS, all bid documents received from all bidders have been reviewed in detail I
the City Council does hereby find that the lowest responsible bidder, Castello, Inc., did subm
bid in the amount of $629,156.00; and
WHEREAS, the City Council does hereby find that Project 3676 is in compliance v
Negative Declaration EIA 99-02; and
WHEREAS, the City Council finds that the Negative Declaration (EIA 99-02) which v
prepared and published reflects the independent judgment of the City Council of the City
Carlsbad; and
WHEREAS, plans and specifications for the construction of an additional right-turn lane
both the northeast and southeast corner of the intersection of Palomar Airport Road 2
El Camino Real, Project No. 3676 have been prepared and are on file in the Engineer
Department of the City of Carlsbad and are incorporated by reference herein; and
WHEREAS, the City Council of the City of Carlsbad finds it in the public interest
negotiate and execute a change order with the contractor, Castello, Inc. for the addition
right-turn lanes at Palomar Airport Road and El Camino Real; and

1 WHEREAS, the City Council of the City of Carlsbad has previously appropriated the fi
2 for this project; and
3 WHEREAS, Subsection 3.28.172(d)(l) of the Carlsbad Municipal Code authorizes
4 City Manager to approve change orders in the amount set at the time of the bid award; and
5 WHEREAS, the City Council of the City of Carlsbad, California, hereby declare
6 necessary, desirable and in the public interest to construct the aforementioned project.
7 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsl
