HomeMy WebLinkAbout2001-04-17; City Council; Resolution 2001-1218 9 10 11 12 13 14 15 RESOLUTION NO. 2001-121 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE COASTAL RAIL TRAIL PROJECT. WHEREAS, the Coastal Rail Trail is proposed as a multi-use pathway to be located within the San Diego Northern Railway right-of-way between the San Luis Rey River in the City of Oceanside and the Santa Fe Depot in the City of San Diego, a distance of 44 miles; and I WHEREAS, in 1992, the San Diego Association of Governments Bicycle Facilities Coordinating Committee sponsored an ISTEA grant application for $766,000 in Congestion Mitigation and Air Quality (CMAQ) funds for the development of a comprehensive feasibility study ~ for the Coastal Rail Trail project; and WHEREAS, in 1992, matching funds of $192,000 were provided by the State of California through the Transportation System Management (TSM) Program; and WHEREAS, in 1994, the City of Carlsbad was identified in the Regional Transportation ’ Improvement Plan (RTIP) as the lead agency for the Coastal Rail Trail Project; and 18 WHEREAS, in 1996, the Carlsbad City Council authorized a contract with Transtech Engineers, Inc., for the preparation of a Project Study Report for the Coastal Rail Trail project; 17 and 18 19 WHEREAS, in 1996, a Memorandum of Understanding was approved by the 2. Cities of Oceanside, Carlsbad, Encinitas, Solana Beach, Del Mar and San Diego, North County 21 Transit District, and the Metropolitan Transit Development Board that established a framework 22 for working cooperatively in the planning, design, construction and maintaining the Coastal Rail 23 Trail; and 24 WHEREAS, the Memorandum of Understanding established the Coastal Rail Trail 25 Committee consisting of representatives from each agency that met on a monthly basis to assist 28 in the coordination and inclusion of each agency’s concerns and specific community interests in 27 II the Project Study Report; and 28 1 WHEREAS, the Project Study Report, dated October 2000, is complete and ready for 2 approval. 3 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, 4 California, as follows: 5 1. That the above recitations are true and correct. 8 2. That the City of Carlsbad, acting as lead agency, completed the Coastal Rail Trail 7 Project Study Report and prepared a Mitigated Negative Declaration in accordance with the 8 requirements of the California Environmental Quality Act. 9 3. That the City Council of the City of Carlsbad, acting as lead agency for the Cities of 10 Oceanside, Carlsbad, Encinitas, Solana Beach, Del Mar and San Diego hereby approves the 11 Coastal Rail Trail Project. 12 13 PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council 14 held on the 17th day of April 1 2001 by the following vote, to wit: 15 AYES: Council Members Kulchin, Finnila, Nygaard and Hall. 18 NOES: None - 17 ABSENT: Council Member Lewis.
