HomeMy WebLinkAbout2001-04-24; City Council; Resolution 2001-123RESOLUTION NO. 2001-123 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, REALLOCATING POLICE DEPARTMENT CLASSIFICATIONS; AMENDING THE GENERAL EMPLOYEES’ AND THE CARLSBAD POLICE OFFICERS ASSOCIATION SALARY SCHEDULES; AND REVISING CLASSIFICATION DESCRIPTIONS. WHEREAS, the City Council desires to pay competitive salaries for comparable positions in the job market; and WHEREAS, a market survey has been undertaken to determine competitive salaries in San Diego County for classifications in the Police Department; and WHEREAS, it is necessary to reallocate the salary ranges in a number of Police Department classifications to ensure competitive wages in the market; and WHEREAS, it is desirable and necessary to revise classification descriptions to accurately reflect jobs being performed; and WHEREAS, the City and the Carlsbad City Employees’ Association and the Carlsbad Police Officers Association have met and conferred on the impacts of these recommendations on their represented employees. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the reallocation of salary ranges in the Police Department as described in Attachment E, attached hereto and made a part thereof, are hereby approved. 3. That the revised General Employees’ Salary Schedule as shown in Attachment F, reflecting the above changes is hereby approved. 4. ABSENT: Council Members Le Acting Mayor Pro Tern (SEAL) / Attachment A CITY OF CARLSBAD CLASS DESCRIPTION JOB TITLE: FINGERPRINT & EVIDENCE SPECIALIST DEPARTMENT: POLICE BASIC FUNCTION: Under general supervision, to perform latent (partial) print examination and identification; identify, photograph, collect, transport, and preserve physical evidence from crime scene investigations; and to do related work as assigned. DISTINGUISHING CHARACTERISTICS: Incumbents in the Fingerprint & Evidence Specialist class perform a variety of non- sworn, advanced and highly specialized tasks related to latent fingerprint collection and examination and crime scene evidence collections. The position is characterized by an exceptionally high degree of responsibility for accuracy and quality of work and for great attention to detail requiring in-depth knowledge and accountability in processing information. KEY RESPONSIBILITIES: Identify, examine, collect, document, preserve and transport evidence at crime scenes; search for latent impressions and other physical evidence; prepare evidence lists and property tags for collected property and evidence; operate assigned vehicles; take photographs under field and laboratory conditions. Dust and lift latent prints and fingerprints; develop latent fingerprints using laser and chemical enhancements; classi@, identify and examine fingerprints; compare latent prints to inked prints; evaluate latent prints to determine quality, integrity and identity; maintain logs and records of examinations. Prepare, enter, and compare latent fingerprints in the automated California Identification System (Cal-ID), Automated Fingerprint Identification Systems (AFIS) and related systems. Process and prepare evidence for court and testify as an expert witness on all phases of latent print identification, crime scene photography and other physical evidence. Write comprehensive reports on latent print identification findings and crime scene processing. Train and lead the work of full-time, part-time and volunteer personnel. EXPERIENCE AND EDUCATION: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Equivalent to graduation from high school and two years of experience in the classification and identification of latent prints; some experience in evidence collection is required. Degree from an accredited college or university in Administration of Justice or related field is desired. Successful completion of the Police Officer Standards in Training (POST), California Department of Justice (CAL-DOJ) or Federal Bureau of Investigation (FBI) courses in evidence technology and fingerprint analysis is also desired. SPECIAL REOUIREMENTS: Possession of an appropriate California driver’s license is required. PHYSICAL/MENTAL REOUIREMENTS AND ENVIRONMENTAL SETTING: While performing the duties of this class, an employee is regularly required to sit; talk or hear, in person and by telephone; use hands to finger, handle, feel or operate standard office equipment; and reach with hands and arms. Specific vision abilities required by this job include the ability to perceive the full range of the color spectrum, close vision and the ability to adjust focus to read and operate office equipment as necessary during the course of the work assignments. Additionally, the employee may be exposed to victims and suspects of crimes, chemicals or working in unhealthy crime scenes. Employee is required to travel within and outside City limits during normal work hours to visit crime scenes or attend meetings. Lastly, the employee is required to be on-call for crime scene investigations after normal working hours. 03/2001 Attachment B CITY OF CARLSBAD CLASS DESCRIPTION JOB TITLE: JUVENILE JUSTICE PROGRAM COORDINATOR DEPARTMENT: POLICE BASIC FUNCTION: Under general direction, to plan, supervise, and coordinate the activities of the Police Department’s Juvenile Justice Program, specifically targeting the areas of prevention, intervention, education, and community awareness; to assist in activities related to juvenile issues; and to perform other related duties as assigned. DISTINGUISHING CHARACTERISTICS: The Juvenile Justice Program is a community based alternative program for the first-time offenders of minor crimes. This position functions independently in coordinating program activities and representing the Police Department as the primary contact with volunteers in the community, other enforcement agencies, and the youths and parents participating in the program. KEY RESPONSIBILITIES: Plan and coordinate the Juvenile Justice Program activities, including recommendations to develop and implement policies, procedures, goals and objectives of the program. Review and assess Juvenile crime for diversion eligibility and appropriateness for the program; refer cases not suitable for the program to San Diego County Probation Department; send reports to Juvenile Probation. Provide information about the program to youths and their parents through meetings, printed materials, and telephone contacts. Recruit and train community volunteers to serve as panel members, arrange for continuous selection and rotation of the panel. Preside over weekly hearings between the panel and juvenile offenders. Monitor all placements, and provide follow-up for each youthful offender in order to assure each one experiences personal growth as well as consequences for their actions. Research, develop, and maintain new worksites in the community for participants, establishing rapport and good working relationships with worksite supervisors/administrators. 9 Juvenile Justice Program Coordinator, p. 2 of 3 Produce and maintain appropriate documentation as necessary. Make presentations to groups to cultivate positive community re!ations. Facilitate panel procedures whenever necessary, including providing translating and interpreting language services for participants. Supervise and train Carlsbad High School Peer Counselors during their participation on the weekly panel. Handle general information requests for assistance regarding Juvenile issues: make referrals to appropriate community agencies, organizations; maintain working relationship with other agencies, including welfare/social services, community services, health services, probation department, schools, and other law enforcement agencies. Assist other police department staff in Juvenile programs as requested. Train and direct activities of part-time staff. Participate in community groups related to youth welfare. Perform other related duties as assigned. OUALIFICATIONS: KnowledPe of: Carlsbad Juvenile Justice and Diversion Programs’ policies, procedures and guidelines. California laws and Municipal Code relating to Juveniles. San Diego County Juvenile Probation referral procedures and guidelines. to: Ability Evaluate and determine eligibility of individual cases to either Juvenile Justice Program or Juvenile Probation Department. Prepare required documentation for all Probation referrals and maintain accurate and legible records and statistics. Work a flexible schedule, including, evenings and weekends. EDUCATION AND EXPERIENCE: Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Equivalent to the completion of the twelfth grade, supplemented by courses in community relations or police science, and, Three years of increasingly responsible work experience involving frequent contact with the public. Familiarity with Carlsbad and neighboring North County communities’ social service and police agencies and organizations are highly desirable. SPECIAL REOUIREMENTS: Possession of a valid California drivers’ license and evidence of a safe driving record. Flexibility to work a variety of day, evening and weekend hours as required. Bilingual oral and written language skills are desirable in order to serve the Spanish- speaking population (both youths and their parents participating in the program). PHYSICAL REOUIREMENTS AND ENVIRONMENTAL SETTING: This position is typically situated in an offrce setting. Driving a vehicle is necessary to transport persons in a City vehicle or to travel to other site locations as necessary. 3/200 1 Attachment C CITY OF CARLSBAD CLASS DESCRIPTION JOB TITLE: POLICE TRAINING COORDINATOR DEPARTMENT: POLICE BASIC FUNCTION: Under general supervision, perform a variety of complex and responsible technical and administrative duties in support of the Police Department training function. DISTINGUISHING CHARACTERISTICS: This position is expected to exercise initiative and independent judgment in carrying out a variety of assignments within established guidelines, including providing technical support to the police training function, assisting in the recruitment, background and training efforts for incoming personnel, and performing other related responsibilities as assigned. KEY RESPONSIBILITIES: Monitor and maintain all training records for each department employee in automated database; monitor POST (Peace Officer Standards and Training) mandates to ensure compliance; ensure all employees are informed of potential non-compliance situations. Coordinate department employee attendance at POST and other training including but not limited to registration, travel logistics, expense reimbursement, and completion certification. Participate in recruitment, selection and background activities, including but not limited to: proctoring examinations, administering CVSA (voice stress analysis), performing background checks, and maintaining required records and files. Identify training needs and arrange training, including venue, schedule and presenter. Develop, organize, coordinate, and implement in-house training programs, including interactive media, for all department employees. Assist department subject matter experts in the development of course outlines and presentation materials. Instruct department trainers in adult learning theories and presentation techniques. Research and write department training bulletin. Establish and maintain liaison with other agencies and private employers to develop training sources. Represent department at county and state training meetings. Oversee the cataloging and maintenance of all reference library materials. Perform other related work as assigned. The incumbent will be required to attend various meetings in off-site locations and must be able to drive or transport themselves. 3/200 1 Attachment D CITY OF CARLSBAD CLASS DESCRIPTION JOB TITLE: DEPARTMENT: POLICE RECORDS SPECIALIST I/II POLICE BASIC FUNCTION: Under general supervision, performs a variety of specialized clerical tasks involving processing, data entry, maintenance, and retrieval of Police Department records in accordance with State mandated procedures; receives the public and provides routine assistance. Performs related responsibilities as required. DISTINGUISHING CHARACTERISTICS: This is a class series specification descriptive of the police records positions comprised of specialized clerical and public lobby reception tasks. Police Records Specialist I is the entry class with incumbents performing routine work under continuous supervision while being trained in the scope of duties typical of a Police Records Specialist II. Under this training concept, incumbents in the Police Records Specialist I class may reasonably expect to progress to Police Records Specialist II upon achieving the required level of knowledge and proficiency to satisfy the qualification requirements of the higher level class. Both levels handle confidential and sensitive information in performing their duties. KEY RESPONSIBILITIES: Performs data entry and processes a wide variety of police records, reports, and materials, including arrest records, warrants, citations, subpoenas, crime and traffic reports, fingerprints and identification and other related information according to strict guidelines and State mandated procedures; reviews documents for completeness and consistency; operates a variety of automated systems to create or revise computer files. Provides requested criminal offender record information to assist department personnel and outside agencies in accordance with State law and established departmental procedures; provides general information orally and in writing to the public within the guidelines of the Freedom of Information Act and department policies. Operates computer terminals connected to Statewide networked databases; teletypes to search for records, and to enter, modify, and retrieve data; prints routine statistical reports; and, compiles and assembles data for distribution. Sorts, files, copies, assembles and distributes reports and related records, including court packages for filings with the District Attorney, in accordance with established procedures Police Records Specialist I/II, p. 2 of 4 and within time constraints; performs file searches to locate records and pertinent information. Receives the public at the lobby counter and maintains lobby security; answers and directs non-emergency calls; directs visitors; responds to general inquiries and provides routine information regarding departmental policies and procedures, or general City information; operates the cash register and receives fees; distributes petty cash; prepares receipts, standard forms, and records in accordance with established procedures. Performs a variety of general clerical tasks, including, typing routine correspondence and standard forms; operating routine office equipment; and sorting and distributing mail as assigned. Performs fingerprinting of the general public, City employees, and registrants as required; prepares or completes related forms and records; takes photographs for fingerprint records. QUALIFICATIONS: Knowledpe of: Correct English grammar and usage, punctuation, and spelling. General office methods and procedures, and office equipment operation. Police terminology, codes, and classifications related to police records work. General database systems and software applications. For Police Records Specialist II: Federal and State laws, regulations, and guidelines governing police records management. Specialized law enforcement database systems, e.g., Automated Regional Justice Information System (ARJIS); California Law Enforcement Telecommunication System (CLETS); CA Identification/Automated Fingerprint Information System; and National Criminal Information Center (NCIC) Organization, procedures, and operations of the Carlsbad Police Department. Computerized word processing and spreadsheet applications on microcomputer systems. Police Records Specialist I/II, p. 3 of 4 Skill in: Typing at a net corrected speed of not less than 40 words per minute from clear copy. Ability to: Apply Federal, State and City laws, codes, regulations and procedures to the management and security of police records. Operate a variety of computer systems, word processing and related equipment to create, maintain and process files and records. Process information using the specialized database network systems to perform duties. Understand and utilize law enforcement technical codes and crime classifications accurately. A typical way to obtain the required knowledge, skills, and abilities would be: Equivalent to completion of the twelfth grade, including or supplemented by specialized training in the clerical occupation field and general clerical experience. For Police Records Specialist II: One year of experience comparable to that of a Police Records Specialist I at the City of Carlsbad. Police Records Specialist I/II, p. 4 of 4 SPECIAL REOUIREMENTS: Incumbents must be able to work a flexible schedule requiring rotating shifts including weekend and holiday assignments, as may be expected in working for a Department operating on a 24-hour, 7 day per week schedule. Possession of a valid California Drivers License is highly desirable. PHYSICAL, STANDARDS: Positions in this class are typically situated in a standard office environment resulting in little exposure to the weather and requiring no unusual physical requirements.
