A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ESTABLISHING NEW CLASSIFICATIONS; REVISING AND
DELETING EXISTING CLASSIFICATIONS; AND RECLASSIFYING EXISTING
POSITIONS IN THE RECREATION DEPARTMENT.
WHEREAS, the Recreation Department requires reorganizing their staff
functions and job responsibilities in order to more effectively meet the needs of the
City's goal and objectives to provide top quality service; and
WHEREAS, it is desirable to create new classifications, revise current
classifications, reclassify positions, and adjust salary allocations in the Recreation
Department budget to meet the above objectives for a more effective operation; and
WHEREAS, the City has met and conferred with the Carlsbad City Employees'
Association regarding the impacts of these recommended changes to their members.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council adopts the new classifications of Recreation
Services Manager and Recreation Area Manager; and the revised classifications of
Recreation Specialist, Recreation Supervisor, and Aquatic Specialist, as described in
Attachments A through E, attached to and incorporated into this resolution.
3. That the City Council deletes the classifications of and salary plan
references to Recreation Supervisor I, Recreation Supervisor II and Senior Services
Manager.
4. That the City Council authorizes the amendment of the Management
Salary Structure to include the Recreation Area Manager in salary grade 2; and the
Recreation Services Manager in salary grade 4, as shown in Attachment F, attached to
and incorporated into this resolution. 'I I

5. That the City Council authorizes the amendment of the General
Employees’ Salary Schedule to include the Recreation Supervisor in salary range 54,
and the Aquatic Specialist in salary range 49, as shown in Attachment G, attached to and
incorporated into this resolution.
6. That the City Council authorizes the amendment of the Conflict of Interest
Code to reflect the above changes, as shown in Attachment H, attached to and
incorporated into this resolution.
7. That the City Council authorizes reclassifying the positions of Senior
Services Manager to Recreation Services Manager, Recreation Supervisor II to
Recreation Area Manager; Recreation Supervisor I to Recreation Supervisor, Site
Manager to Recreation Area Manager and Aquatics Specialist to the new classification
description.

JOB TITLE: RECREATION SERVICES MANAGER
DEPARTMENT: RECREATION
BASIC FUNCTION:
Under general direction, to plan, organize and coordinate the Recreation, Aquatics and
Senior Services activities; provide highly responsible staff assistance to the Recreation
Director and related commissions; and perform related work as assigned.
DISTINGUISHING CHARACTERISTICS:
This is a single incumbent position responsible for the overall management of all
Recreation, Aquatics, and Senior Services operations, programs and staff. The incumbent
reports to the Recreation Director.
KEY RESPONSIBILITIES:
Assist in directing and managing Recreation, Aquatics and Senior services; make
recommendations regarding recreation and senior programs; oversee day-to-day
recreation operations.
Prepare and administer the Recreation, Aquatics and Senior programs budget; monitor
and approve expenditures within budget limits.
Develop policies, rules and procedures for the effective operation of the department,
including establishing goals and objectives and priorities.
Manage employees through other supervisors; set goals and objectives; select, train and
motivate staff; assess performance and make salary recommendations.

major work in recreation or related field.
Four years of professional experience involving the development, organization
and implementation of a variety of recreation programs for all age groups,
including two years of recreation program activity supervisory experience.
SPECIAL REOUIREMENTS:
Must meet State of California Tuberculosis test requirements.
If assignment involves working with minors, in accordance with the Health and Safety
Code Section 1091 1.5 (a), cannot have any convictions related to drugs, sexual
misconduct, assault or related offenses involving minors; and CA Penal Code Section

recreatiodcommunity center facility or facilities; perform professional recreation work in
the organization and supervision of full-time and hourly staff involved in City recreation
programs; and perform related work as assigned.
DISTINGUISHING CHARACTERISTICS:
Incumbents assigned to this classification are responsible for the overall management of
programs assigned to an area, including responsibility for a recreatiodcommunity or
senior center and/or park, and coordinating with other City departments for maintenance
of the physical structure(s) and grounds. The incumbents also have additional
responsibilities to assist in the development and planning of department wide policies,
programs and procedures.

The Recreation Specialist is the entry-level classification in the Recreation series.
Positions in this classification are responsible for a specific program, including
supervising, recruiting and training staff. Work in this classification is distinguished from
that of the Recreation Supervisor by the degree of independence and responsibility for
more than one City-wide program area at the higher level.
KEY RESPONSIBILITIES:
Coordinate one program area, performing the planning, organizing, and administration of

JOB TITLE: AQUATIC SPECIALIST
DEPARTMENT: RECREATION
BASIC FUNCTION:
Under general supervision, to assist in administering a variety of aquatic programs; to
perform lifeguard duties; to provide aquatic instruction; to perform other related work as
assigned.
DISTINGUISHING CHARACTERISTIC:
The Aquatic Specialist provides support to the Aquatic Supervisor in all activities of the
aquatics recreation programs, including, supervising staff; coordinating facilities use and
maintenance: teaching aquatics classes; and performing water rescue duties. Work is
performed independently under general guidelines set by the supervisor. This level is
distinguished from the next higher level of a Recreation Supervisor who is responsible
for multiple programs and a broader scope of activities.
KEY RESPONSIBILITIES:
Supervise and train hourly staff and volunteers in the lifeguard activities, use of facilities,
and monitoring pool safety.
Coordinate custodial maintenance schedules, instructor and lifeguard schedules and
monitor safety and security of the pool facility.
Perform safety inspections, test chemical levels of the pool, make routine adjustments,
troubleshoot and make minor repairs.
Assist in preparing reports and supervise record keeping hctions related to inventory
and supplies used at the pool, maintenance of pool and equipment, accounting of daily

Lifeguard Training Instructor authorizations issued by the American Red Cross.
Equivalent training certificates approved by the County of San Diego, Emergency
Medical Services Authority are acceptable.

pool operation vary with the seasons, but typically the pool is open from 5:OO am to
11 :00 pm, 6-7 days a week on a year-round basis.
Incumbents frequently are required to physically exert themselves during the course of
rescue, instruction or other required activities, and are involved in lifting and moving
moderately heavy pool equipment, or materials during the course of duties assigned.
Incumbents must attend off-site meetings from time to time and be available to travel to

positions." Any person whose position with the City is a designated position is a
designated employee. Designated employees shall disclose in the manner provided in
the Local Conflict of Interest Code of the City of Carlsbad those financial interests, which
are within the categories represented by the number(s) following the listed position. The

categories which will apply. The evaluation of the consultant's duties will be conducted by the deparlment head Of the
depaltment which is responsible for the hiring of the consultants. The disclosure requirement shall be included in the
consultant's contract approved by the City Council, Housing and Redevelopment Commission, City Manager or Executive
Manager of the Carisbad Municipal Water District.
