HomeMy WebLinkAbout2002-10-08; City Council; Resolution 2002-2971 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 2002-297 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROPRIATING FUNDS FROM AND REPLACEMENT OF MASTER PLANNED DRAINAGE PLANNED LOCAL DRAINAGE AREA ‘“A FUND FOR UPGRADE FACILITY “AC LOCATED AT THE NORTH END OF HIGHLAND DRIVE, PROJECT NO. 3905 WHEREAS, the existing public storm drainage facility extending from the north terminus of Highland Drive to the Hosp Grove Park property has been inspected by the City Engineer and found to be in need of significant repair; and, WHEREAS, said storm drain is part of Storm Drain Facility “AC” identified in the City’s Master Drainage and Storm Water Quality Management Plan (“Master Drainage Plan”); and, WHEREAS, the Master Drainage Plan recommends that the existing storm drain facility located at the north end of Highland Drive be removed and replaced with a larger storm drain pipe (“Storm Drain Project”); and, WHEREAS, the City has established a Planned Local Drainage Area Fee program for the express purpose of funding needed improvements identified in the Master Drainage Plan including the improvements contemplated by the Storm Drain Project; and, WHEREAS, the current Master Drainage Plan estimate for the cost of the Storm Drain Project is $256,500; and, WHEREAS, adequate funds exist in the Planned Local Drainage Area “A Fee Fund to fund the cost of the proposed Storm Drain Project; and, WHEREAS, the Storm Drain Project is categorically exempt from CEQA per Section 15301 (d) as the repair of an existing facility; and, WHEREAS, final design and construction of the project will not proceed until after completion of the environmental review for the Storm Drain Project. That the above recitations are true and correct. 2. That funds in the amount of $256,600 are hereby appropriated to the Storm Drain ’roject from the Planned Local Drainage Area “A Fee Fund.
