2003-174 RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING THE
CONTRACT FOR THE REHABILITATION OF THE NORTH AGUA
HEDIONDA INTERCEPTOR SEWER - EASTERN SEGMENT,
PROJECT NO. 3874-1.
WHEREAS, inspections of the North Agua Hedionda Interceptor Sewer - Eastern
Segment, have identified the need to rehabilitate forty-one (41) access holes due to the
deteriorated condition of the interior surfaces of the access holes; and
WHEREAS, on April 22, 2003, the City Council approved plans and specifications for the
Rehabilitation of the North Agua Hedionda Interceptor Sewer - Eastern Segment, Project No.
3874-1 ; and
WHEREAS, The proposed rehabilitation work is exempt from CEQA under Government
Code Section 15301 (d) ("restoration or rehabilitation of deteriorated or damaged structures,
facilities, or mechanical equipment.. ."); and
WHEREAS, a Notice of Exemption has been filed by the Planning Director for Project No.
3874-1 ; and
WHEREAS, staff has determined Mike Prlich and Sons, Inc., submitted the lowest
responsive and responsible bid on the project; and
WHEREAS, the bid submitted by Mike Prlich and Sons, Inc., of $179,940 is below the
engineers cost estimate of $270,000; and
WHEREAS, the total estimated cost for the project is $259,731 ; and
WHEREAS, sufficient funds are available in the project account.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad,
California, as follows:

2. Staff has determined that Mike Prlich and Sons, Inc., submitted the lowest
responsive and responsible bid for the North Agua Hedionda Interceptor Sewer - Eastern
Segment, Project No. 3874-1.

That the above recitations are true and correct.

3. That the bid of $179,940 submitted by Mike Prlich and Sons, Inc., for the North
Agua Hedionda Interceptor Sewer - Eastern Segment, Project No. 3874-1, is accepted and the
Mayor is hereby authorized to execute a contract therefore.
4. That the City Manager is hereby authorized to approve construction change orders
up to $26,991 for Project No. 3874-1.
5. That the award of this contract is contingent upon Mike Prlich and Sons, Inc.,
executing the required contract and submitting the required bonds and insurance policies,
as described in the contract, within twenty (20) calendar days of adoption of this resolution.
The City Manager may grant reasonable extensions of time.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 8th day of JULY , 2003 by the following vote, to wit:
