RESOLUTION NO. 2003-"289
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ADOPTING THE PLANS AND
SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR
BIDS FOR CONSTRUCTION OF RANCHO SANTA FE ROAD
NORTH, PHASE 2, PROJECT NOS. 3907,3887 AND 3923.
WHEREAS, the City Council of the City of Carlsbad, California has determined it
necessary and in the public interest to adopt plans and specifications, and to authorize publishing
and advertising for bids for construction of Rancho Santa Fe Road North, Phase 2, Project Nos.
3907,3887 and 3923; and
WHEREAS, there are sufficient funds available in the project account for completion of
this project; and
WHEREAS, plans and specifications for the construction of Rancho Santa Fe Road North,
Phase 2, Project Nos. 3907, 3887 and 3923 have been prepared by the engineering staff, are
incorporated herein by reference and are available for review in the Engineering Department; and
WHEREAS, plans and specifications for the construction of Rancho Santa Fe Road North,
Phase 2, Project Nos. 3907, 3887 and 3923 have been authorized for advanced construction by
the California Department of Transportation on behalf of the Federal Highway Administration.
Reimbursement for eligible construction costs may be made once the State has received
additional Federal funding authority; and
WHEREAS, plans and specifications for the construction of Rancho Santa Fe Road North,
Phase 2, Project Nos. 3907, 3887 and 3923 have been approved by the Federal Bureau of
Reclamation to receive reimbursement for construction costs associated with the recycled water
pipelines that will be constructed in conjunction with the roadway project; and
WHEREAS, based on the City Council approved Environmental Impact Report and
addendums thereto and the approved Habitat Conservation Plan for the road realignment and
widening, there will be no additional significant effect, not analyzed therein, and no new or
additional mitigation measures are required for Phase 2, Project No. 3907, 3887 and 3923;
therefore no new environmental document is required.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad,
California, as follows:

That the above recitations are true and correct.
That the plans, specifications and cost estimate submitted by the engineering staff
for the construction of Rancho Santa Fe Road North, Phase 2, Project Nos. 3907, 3887 and 3923
are hereby adopted.
3. That the City Clerk is hereby authorized and directed to publish in accordance with
State law, a Notice to Contractors Inviting Bids for the construction of Rancho Santa Fe Road
North, Phase 2, Project Nos. 3907, 3887 and 3923 in accordance with Section 3.28.080 of the
Carlsbad Municipal Code and the plans, specifications, contract documents referred to herein.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
, 2003 by the following vote, to wit: day of November held on the 4th
