HomeMy WebLinkAbout2004-04-06; City Council; Resolution 2004-1001 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 2004-100 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE APPROPRIATION OF ADDITIONAL FUNDS FOR THE COASTAL RAIL TRAIL, PROJECT NO. 3455. WHEREAS, the City Council of the City of Carlsbad, California, has determined it is necessary and in the public interest to develop the multi-modal pathway located partially in North County Transit District (NCTD) right-of-way; and WHEREAS, in 1992, the San Diego Association of Governments (SANDAG) Bicycle Facilities Coordinating Committee sponsored an lntermodal Surface Transportation Enhancement Act (ISTEA) grant for the development of a feasibility study; and WHEREAS, on April 17, 2001, the City Council approved the Coastal Rail Trail Project Study Report and adopted a Mitigated Negative Declaration; and WHEREAS, on September 18, 2001, The City Council authorized entering into an agreement with Dokken Engineering to perform design engineering services; and WHEREAS, NCTD requires the development of Design Guidelines that affected portions of the Coastal Rail trail as approved in the Project Study Report; and WHEREAS; CALTRANS has authorized additional Federal TEA funds totaling $851,434 for the Design Guidelines and the additional design engineering for Phase II of the project; and WHEREAS, the funds authorized by the California Department of Transportation are a reimbursement grant requiring the City to appropriate funds and invoice for reimbursement; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the Finance Director is authorized to appropriate Federal TEA funds totaling $851,434 for the Coastal Rail Trail project.
