RESOLUTION NO. 2004-142
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING A FEDERAL
EMERGENCY MANAGEMENT ASSOCIATION (“FEMA”)
GRANT AWARD
WHEREAS, the Carlsbad Fire Department was a Co-Applicant with other North
County Regional Fire Agencies for a Federal Emergency Management Association (“FEMA”)
Grant for a Regional Fire Videoconferencing Training Program,
WHEREAS, the FEMA Grant for the total Regional Fire Videoconferencing
Training Program was awarded for a total of $701,629, with an additional 30% match of funds
required from participating Fire Agencies, for the purchase and installation of Regional Fire
Videoconferencing Training equipment,
WHEREAS, the Encinitas Fire Department is administering the FEMA Grant on
behalf of all participating Fire Agencies, including contracting for the videoconferencing training
equipment purchase, installation, user training, payment for contractor services and FEMA grant
reporting requirements,
WHEREAS, each participating Fire Agency will remit their portion of the
matching Grant funds to the City of Encinitas. Carlsbad will take no receipt of Grant hnds,
rather it will only take receipt of the videoconferencing equipment, installation and user training.
Transfer of equipment ownership to Carlsbad will occur after one (1) year.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the Fire Chief is authorized to execute all appropriate agreements with
the City of Encinitas for receipt of FEMA Grant funded equipment, installation and user training,
as well as any required reports and/or final statements. 3

Council of the City of Carlsbad on the 4th day of May ,2004, by the following vote:
AYES: Council Members Lewis, Finnila, Kulchin, Hall and Packard
