RESOLUTION NO. 2005-188
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZE SIGNATURE
AUTHORITY TO THE PUBLIC WORKS DIRECTOR FOR THE
SAN DIEGO COUNTY DEPARTMENT OF ENVIRONMENTAL
HEALTH VECTOR CONTROL PROGRAM BALLOT FORMS.
WHEREAS, the San Diego County Vector Control Program (VCP) is the only County
public health program that controls and monitors mosquitoes and other disease-carrying insects
and rodents in San Diego County by regularly testing for, and working to prevent, diseases that
are spread by mosquitoes, rodents and other insects; and
WHEREAS, a special fee established and has not increased since 1989 however,
inflationary costs have increased which have caused service costs to exceed available revenues;
and
WHEREAS, the ballots submitted to the City of Carlsbad for Carlsbad own properties
allows property owners to decide if the San Diego County Vector Control Program should receive
additional funding for its mosquito, vector and disease control services to fund the year-round
control of mosquitoes and enhanced disease prevention services, including year-round testing for,
and responding to, diseases that are carried by mosquitoes, rodents and other insects, such as
West Nile virus and hantavirus; and
WHEREAS, signature authority is given to the Public Works Director to submit approval
ballots for the proposed assessment for the mosquito, vector and disease control services as
presented by the San Diego County Department of Environmental Health Vector Control Program
for Carlsbad owned property.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

2. That Council authorizes the submittal of the ballot measure to approve the
proposed assessment for the mosquito, vector and disease control services as presented by the
San Diego County Department of Environmental Health Vector Control Program for Carlsbad
owned property.

3. That Council authorizes signature authority to the Public Works Director for the
San Diego County Department of Environmental Health Vector Control Program ballot forms.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 21st day of JUNE , 2005 by the following vote, to wit:
