1 RESOLUTION NO. 2006-290
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
2 CARLSBAD, CALIFORNIA, TO AUTHORIZE STAFF TO PRODUCE A
CITIZEN INFORMATION BROCHURE AND APPROPRIATE FUNDS
4 WHEREAS, The City of Carlsbad believes that providing information on issues is
5 an important public service, and believes it is the responsibility of government to keep
6 its citizenry informed,
7 WHEREAS, the City of Carlsbad is committed to transparently communicating
^ information to its citizens,

WHEREAS, the City of Carlsbad is committed to providing impartial analysis of
10 Proposition D and E, so that voters can make an informed decision,
11
WHEREAS, the City of Carlsbad has retained a respected jurist and former
12
justice to the Fourth District Court of Appeals to review the information to ensure it is
communicated in a fair and impartial manner that is in compliance with the law, and has
15 sent the information to the San Diego District Attorney,
16 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
17 Carlsbad, California, as follows:
18 1. That the above recitations are true and correct.

2. Direct staff to prepare an impartial information brochure to distribute to
20
Carlsbad residents

3. Appropriate $30,000 from the Council contingency account in the General
23 Fund for the printing, mailing and distribution of a citizen's information
24 brochure.

PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council
of the City of Carlsbad held on the 3rd day of October 2006, by the following
vote, to wit:
AYES: Council Members Lewis, Hall, Kulchin, Packard
NOES: Council Member Sigafoose
ABSENT: None
