CARLSBAD, CALIFORNIA ESTABLISH!
MATRIX TO PROVIDE FOR BASE PAY
ELIGIBLE MANAGEMENT EMPLOYEES
CARLSBAD, CALIFORNIA ESTABLISHING A BASE PAY
3 MATRIX TO PROVIDE FOR BASE PAY INCREASES FOR

WHEREAS, the City Council has authorized the City Manager to administer a
6
Performance Management and Compensation Plan for employees in management
7
classifications; and8
WHEREAS, the City Council wishes to fund a base pay program for
10 management employees which rewards the development and demonstration of
1 1 competencies in the job; and
12 WHEREAS, the City Council wishes to support a Performance Management and
1 T Compensation System for management employees in which all compensation increases
14 granted (either in base pay or incentive pay) are based on performance.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
16
Carlsbad, California, as follows:

1 . That the above recitations are true and correct.
19 2. That the City Council hereby authorizes $680,000 from the fiscal year
20 2006/2007 budget to be used to provide base pay increases for management
21 employees effective July 1, 2006, based on performance during the previous
22 fiscal year, to be paid prospectively in accordance with the Management
23 Compensation Plan.

of the City of Carlsbad on the 21 st day of November, 2006, by the following vote:
AYES: Council Members Lewis, Hall, Kulchin, Packard, Sigafoose
