A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, APPROVING MASTER AGREEMENTS
WITH HARRIS & ASSOCIATES, RICK ENGINEERING COMPANY,
4 KATZ, OKITSU & ASSOCIATES, RBF CONSULTING, RICHARD
BRADY & ASSOCIATES, BOYLE ENGINEERING CORPORATION,
5 KRIEGER & STEWART, EDAW, LSA ASSOCIATES, BUREAU
VERITAS NORTH AMERICA, NINYO & MOORE, TESTING
ENGINEERS, MELCHIOR LAND SURVEYING, RIGHT-OF-WAY
ENGINEERING SERVICES, ANDERSON & BRABANT,
7 HENDRICKSON APPRAISAL SERVICES AIRX UTILITY SURVEYORS,
KATZ & ASSOCIATES, AND AFFORDABLE PIPELINE SERVICES
8 FOR PROFESSIONAL ENGINEERING, ENVIRONMENTAL
PLANNING, GEOTECHNICAL, SURVEYING, PROPERTY APPRAISAL
9 SERVICES, POTHOLING, PUBLIC RELATIONS AND CCTV
SERVICES.

WHEREAS, the City Council of the City of Carlsbad, California, has reviewed the need
for the utilization of consultant services by the Department of Public Works on an ongoing,
as-needed basis in order to maintain service levels; and13
WHEREAS, the Department of Public Works solicited, received, and reviewed14
Statements of Qualifications for as-needed professional engineering, environmental planning,

geotechnical, surveying, appraisal services, potholing, public relations and CCTV services16
consistent with Carlsbad Municipal Code section 3.28.070; and
„„ WHEREAS, subsequent to a review of the Statements of Qualifications, staffTo
recommends Harris & Associates, Rick Engineering Company, Katz, Okitsu & Associates, RBF
Consulting, Richard Brady & Associates, Boyle Engineering Corporation, Krieger & Stewart,
EDAW, LSA Associates, Bureau Veritas North America, Ninyo & Moore, Testing Engineers,
Melchior Land Surveying, Right-of-Way Engineering Services, Anderson & Brabant, Hendrickson
Appraisal Company, AirX Utility Surveyors, Katz & Associates, and Affordable Drain Service dba
Affordable Pipeline Services, as the most qualified consultants for the disciplines listed above; and
WHEREAS, expenditures for these professional services are subject to availability of
capital project funding;

2 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
3 California, as follows:
4 1. That the above recitations are true and correct.
5 2. That agreements with Harris & Associates, Rick Engineering Company, Katz,
6 Okitsu & Associates, RBF Consulting, Richard Brady & Associates, Boyle Engineering
7 Corporation, Krieger & Stewart, EDAW, LSA Associates, Bureau Veritas North America, Ninyo &
8 Moore, Testing Engineers, Melchior Land Surveying, Right-of-Way Engineering Services,
9 Anderson & Brabant, Hendrickson Appraisal Company, AirX Utility Surveyors, Katz & Associates,
10 and Affordable Drain Service dba Affordable Pipeline Services, copies of which are attached as
11 Exhibits 2 thru 21 to Agenda Bill No. 18,826 are hereby approved.
12 3. That the Mayor of the City of Carlsbad is hereby authorized and directed to execute
13 the agreements with Harris & Associates, Rick Engineering Company, Katz, Okitsu & Associates,
14 RBF Consulting, Richard Brady & Associates, Boyle Engineering Corporation, Krieger & Stewart,
EDAW, LSA Associates, Bureau Veritas North America, Ninyo & Moore, Testing Engineers,
16 Melchior Land Surveying, Right-of-Way Engineering Services, Anderson & Brabant, Hendrickson
Appraisal Company, AirX Utility Surveyors, Katz & Associates, and Affordable Drain Service dba
1ft Affordable Pipeline Services, and on behalf of, the City of Carlsbad.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
of the City of Carlsbad on the 5th day of December, 2006, by the following vote:
AYES: Council Members Lewis, Hall, Kulchin, Packard, Sigafoose
NOES: None.
