2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING THE FY 05
3 DEPARTMENT OF HOMELAND SECURITY BUFFER
4 ZONE PROGRAM GRANT AND APPROPRIATING FUNDS
TO PURCHASE AND INSTALL BUFFER ZONE
5 EQUIPMENT AT TWO DESIGNATED BUFFER ZONE
PROGRAM SITES IN CARLSBAD.

WHEREAS, The US Department of Homeland Security developed the Buffer
8
9 Zone Program to significantly enhance the protection around critical infrastructure and
10 key resource sites in the nation and to deter threats or incidents of terrorism aimed at
11 those facilities.; and
12 WHEREAS, two sites for Buffer Zone Program funding are within the City of
13 Carlsbad: Plaza Camino Real Westfield Shopping Town and Legoland California; and
14 WHEREAS, Vulnerability Reduction Plans have been approved by the
Department of Homeland Security for the purchase and installation of wireless IP video

surveillance systems;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of18
Carlsbad, California, as follows:
20 1 • That the above recitations are true and correct.
21 2. That the Police Chief or his designee is authorized to execute all appropriate
22 agreements with the Governor's Office of Homeland Security, the US
23 Department of Homeland Security, and the County Office of Emergency
24 Services and with Legoland California for the necessary and appropriate
25
property interests in a form satisfactory to the City Attorney, for receipt of the
26
subject grant funds, as well as any required reports and/or final statements.

3. That the Finance Director is authorized to appropriate $94,575 for the
purchase of Buffer Zone Program equipment.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
of the City of Carlsbad on the 20th day of February, 2007, by the following vote:
AYES: Council Members Lewis, Kulchin, Hall
NOES: None
ABSENT: Council Members Packard, Sigafoose
