CARLSBAD, CALIFORNIA, APPROVING STAFF'S
3 RECOMMENDATIONS FOR THE PREPARATION AND
CONTENT OF A REQUEST FOR QUALIFICATIONS/PROPOSAL
4 (RFQ/RFP) FROM LISTED CONSULTING FIRMS TO PREPARE
A COMPREHENSIVE UPDATE TO THE CITY'S GENERAL
5 PLAN, LOCAL COASTAL PROGRAM, AND ZONING
ORDINANCE, INCLUDING A PROGRAM ENVIRONMENTAL
6 IMPACT REPORT (PEIR).
7 CASE NAME: RFQ/RFP PREPARATION FOR A GENERAL
PLAN, LOCAL COASTAL PROGRAM, AND
8 ZONING ORDINANCE UPDATE, AND PEIR
CASE NO.: GOAL NO. 7737

WHEREAS, the City Council did on December 5, 2006, adopt Resolution No.
10
2006-355, authorizing the implementation of the Citygate Associates Development Review
Process Action Plan and Recommendations, which included a recommendation to update the12
Carlsbad General Plan and Zoning Ordinance; and13
WHEREAS, the City Council has received staff's recommendations for the14 y
preparation and content of a RFQ/RFP from consulting firms to prepare a comprehensive
update to the General Plan, Local Coastal Program, and Zoning Ordinance, and a PEIR; and16
WHEREAS, the City Council has reviewed staff's List of Consulatants To
Receive the RFQ/RFP; and18
WHEREAS, pursuant to California Environmental Quality Act (CEQA) Section
15306, the preparation of a RFQ/RFP is categorically exempt from the provisions of CEQA;
21 NOW THEREFORE, the City Council of the City of Carlsbad, California, does
~~ hereby resolve as follows:
23 1. That the above recitations are true and correct.
24 2. That the City Council hereby approves staffs recommendations for the
preparation and content of a RFQ/RFP from consulting firms to prepare a comprehensive
25 I update to the General Plan, Local Coastal Program, and Zoning Ordinance, and a PEIR.
26 3. That the City Council approves proceeding with the distribution of the
RFP/RFQ to the listed firms.
