HomeMy WebLinkAbout2008-08-05; City Council; Resolution 2008-2201 RESOLUTION NO. 2008-220 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, TO REVISE A JOB 3 CLASSIFICATION IN THE HOUSING AND 4 REDEVELOPMENT DEPARTMENT, ADOPT NEW JOB CLASSIFICATIONS IN THE PUBLIC WORKS MAJOR 5 SERVICE AREA, AND AMEND THE GENERAL EMPLOYEE SALARY SCHEDULE AND THE LOCAL 6 CONFLICT OF INTEREST CODE. 7 8 WHEREAS, the City Manager recommends and the City Council concurs, that it 9 is desirable and necessary to revise the Housing Specialist I/I I job classification series 10 and to adopt the classifications and salaries of Storm Drain Maintenance Worker, 11 Senior Storm Drain Maintenance Worker and Warehouse Specialist in the Public Works 12 Major Service Area; and 13 WHEREAS, the City Manager recommends and the City Council concurs that it 14 is desirable to amend the Salary Schedule for the Carlsbad City Employees' Association and the Local Conflict of Interest Code to reflect these changes. 16 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 17 Carlsbad, California, as follows: 18 , o 1. That the above recitations are true and correct. 20 2. That the City Council authorizes the revision of the Housing Specialist job 21 family and a summary classification specification to describe each level of the Housing 22 Specialist series (Housing Specialist I and Housing Specialist II as outlined in 23 Attachment A). 24 3. That the City Council authorizes the establishment of a Storm Drain 25 Maintenance Worker job family and a summary classification specification to describe 26 each level of the Storm Drain Maintenance Worker series (Storm Drain Maintenance 28 Worker and Senior Storm Drain Maintenance Worker as outlined in Attachment A), and 1 the placement of the Storm Drain Maintenance Worker and Senior Storm Drain 2 Maintenance Worker at salary grades 34 and 48 respectively in the revised General 3 Employees' Salary Schedule (see Attachment B). 4 4. That the City Council authorizes the establishment of a Warehouse 5 Technician job classification specification (as outlined in Attachment A) and the 6 placement of the Warehouse Technician at salary grade 43 in the revised General Employees' Salary Schedule (see Attachment B).o 9 5. LEWIS, Mayor ATTEST: (SEAL) tlerk (J Attachment A CITY OF CARLSBAD CLASS SPECIFICATION JOB SERIES: HOUSING SPECIALIST I HOUSING SPECIALIST II DEPARTMENT: HOUSING AND REDEVELOPMENT Distinguishing Features and Summary Description: The Housing Specialist Series assist eligible clients obtain affordable rental housing in accordance with federal, state, and local housing regulations; and to perform related work. The Housing Specialist I is the entry level position in the series. Under immediate supervision, the Housing Specialist I is responsible for managing rental assistance contracts, investigating program abuse complaints and determining eligibility. The Housing Specialist I performs the more routine processing and analysis to predetermine eligibility. The Housing Specialist I may be reclassified to the Housing Specialist II after the department has determined that the incumbent has successfully managed a complex caseload and established proficiency in the ability to interpret and determine Section 8 Rental Assistance Program eligibility requirements. The Housing Specialist II is a journey-level position. Under general supervision, the Housing Specialist II, performs special projects and programs, and may provide technical guidance and training to lower level staff. This class is the journey-level position in the series. The Housing Specialist II performs the full range of duties described above, including the most difficult casework required of Section 8 Rental Assistance programs and all other federally mandated programs such as but not limited to Family Self-Sufficiency programs Positions at the Housing Specialist II level are expected to perform independently under general guidelines in a paraprofessional role; and provide technical assistance and guidance to lower level staff in this area. Essential Duties and Responsibilities: The following duties are typical for this job series. Incumbents perform some but not all of the listed duties and/or may be required to perform additional duties to meet the City's business needs and changing operating practices. Other duties may be required and assigned. 7 HOUSING SPECIALIST I Interviews, certifies and advises applicants seeking admission to the housing program, and counsels tenants to ensure compliance with federal regulations and administrative policies. Reviews all documents submitted by applicants and participants and processes applications. Maintains documentation according to established program guidelines. Verifies income, assets and other financial information as well as housing status through written inquiry or telephone contacts. Makes computations to determine eligibility and recertifications. Manages a Section 8 caseload; processes new leases, conducts annual recertifications and performs inspections. Reviews and resolves complaints from tenants; conducts informal counseling to resolve complaints. Prepares lease and contracts; calculates tenant and housing assistance portions of contract rent according to established program guidelines. Advises tenants and property owners on their rights and responsibilities; including rent determinations, program regulations, administrative policies and other questions related to the housing program. Prepares documents to process payments. Assists in the preparation of special activity and statistical reports. Inspects housing units to ensure compliance with established housing quality standards. Performs related duties as required. HOUSING SPECIALIST II Performs the duties of the Housing Specialist I in addition to: Assists in the administration of Section 8 Rental Assistance Program and manages the more complex aspects of Section 8 program administration. Reviews, investigates, negotiates, mediates and resolves sensitive and difficult complaints from property owners and tenants and conducts informal hearings. Answers public inquiries and provides information related to the housing programs both orally and in writing. Conducts applicant intake and briefing sessions. Conducts workshops and makes presentations to owners and tenants about the housing program. Conducts field inspections. Maintains computerized records and databases on client and housing information. Inspects housing units to ensure compliance with established housing quality standards. Assists technical and clerical staff with program information or may lead others in the absence of the Housing Program Manager. Assists the Housing Program Manager in monitoring workflow and reviewing and evaluating work products, i.e. preliminary review and approval of eligibility files, methods and procedures. Conducts preliminary review of upcoming federal requirements and assists with the implementation of related policies and procedures. Represents the department at outreach activities. Performs other related duties as assigned. JOB SERIES KNOWLEDGE AND ABILITIES: Housing Specialist I • Knowledge of rules and regulations involved in HUD housing programs • Knowledge of landlord/tenant rights and responsibilities • Knowledge of housing quality standards for decent, safe and sanitary housing. • Knowledge of housing agencies and their respective powers and responsibilities. • Knowledge of interviewing techniques • Knowledge of legal terminologies • Knowledge of research methods of statistical data collection and analysis 1 • Knowledge of record keeping and reporting procedures • Ability to complete complex forms accurately • Ability to work effectively with program applicants, tenants and property owners. Housing Specialist II Knowledge and abilities of the Housing Specialist I in addition to: • Knowledge of pertinent federal, state, and local housing laws, codes, and regulations Knowledge of City of Carlsbad housing programs, policies and procedures Knowledge of methods of statistical data collection and analysis Knowledge of record keeping and reporting procedures and methods Knowledge of basic mathematical principles Ability to analyze and interpret, determine and apply federal, state and local laws, regulations, policies, and procedures relating to Section 8 Rental Assistance Programs • Ability to analyze situations accurately and adopt effective courses of action Ability to prepare clear and concise statistical and narrative reports Ability to develop methodology to monitor and track multiple priorities Ability to maintain computerized databases and records as necessary Ability to understand and carry out oral and written directions Ability to effectively communicate both orally and in writing Ability to establish and maintain effective work relationships Ability to supervise, train and evaluate assigned staff JOB SERIES EDUCATION AND EXPERIENCE: Housing Specialist I Equivalent to the completion of the twelfth grade, preferably supplemented by specialized secretarial or business training and one year of experience working with a HUD Section 8 program. The ability to communicate clearly and concisely in English and Spanish is highly desirable. Housing Specialist II Experience and education required of the Housing Specialist I in addition to: Equivalent to the completion of high school plus two years of college coursework or vocational training in a business related field or equivalent experience deemed qualifying, and three years of progressively responsible experience interpreting and determining the eligibility requirements in the Section 8 Rental Assistance Program. A bachelors degree in public administration or business and supervisory experience is highly desirable. Possession of a Section 8 training course certificate as issued by a HUD recognized agency is desirable and may be obtained during the first year of employment. Attachment A CITY OF CARLSBAD CLASS SPECIFICATION JOB TITLE: STORM DRAIN MAINTENANCE WORKER DEPARTMENT: PUBLIC WORKS BASIC FUNCTION: Under general supervision, perform a variety of Storm Drain maintenance tasks, which includes operation and maintenance of the City's storm drain system. This may include but is not limited to streets, gutters, catch basins, brow ditches, under sidewalk drains, underground pipes, outlets, in or adjacent to the storm drain system, and to do related work as assigned. DISTINGUISHING CHARACTERISTICS: This is a journey level classification. Positions in this class are flexibly staffed and normally filled by unskilled and semiskilled maintenance workers. Incumbents perform the full range of maintenance and cleaning duties and may be assigned in any maintenance or operations area. This class typically reports to a lead worker or supervisor for work assignments, though is expected to work independently once assignments are determined. KEY RESPONSIBILITIES: Perform maintenance, operations and cleaning of the City's entire drainage system and properly dispose of collected materials in contained areas for sample testing. Execute collection and input of data into the recordkeeping system and/or other computer application. Respond and assists to accident and spills (Hazardous and Non-Hazardous) that threatens to affect the city's storm water conveyance system. Respond to emergency calls related to storm water conveyance systems. Comply with applicable federal, state and local codes and regulations related to assigned area (Storm Drain Maintenance). Knowledge of occupational hazards and standard safety precautions necessary to the work. Complete knowledge of geography of the City of Carlsbad, including the location of streets and drainage facilities. Maintenance and operation of the City's cleaning equipment. Maintain environmentally approved site for discarding collected storm water materials and debris. Respond to and complete storm water related service requests and RFA's. Work with other departments and agencies in efforts related to storm water protection. During the course of daily work activities, investigate and stop any storm water violation/illegal discharge and report incident to the storm water hotline for additional assistance and further follow up. Monitor drainage systems during storms removing blockages as necessary to maintain flow. Perform storm clean-up. Remove trash and debris built up on grates and inlet wings during and after storms, monitor problem areas prone to flooding. Perform after hours on call duty on a rotating basis. Ensure proper disposal of all waste materials removed from the storm drain system, and containment if testing is required; contact with appropriate vendors and/or agencies. Train other less experienced staff on safe work methods and equipment relating to storm drain components (if needed). Perform related duties as assigned. EDUCATION AND EXPERIENCE: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be one year of maintenance experience or storm drain maintenance related experience. A completed Haz-Mat confined space training or other OSHA related training is desirable. SPECIAL REQUIREMENTS: Most possess a valid California Class A Driver's License and a satisfactory driving record. Must be required to use respirators which prohibit full beards and facial hair that may interfere with a proper respirator fit. PHYSICAL DEMANDS AND WORK ENVIRONMENT: The physical demands and the work environment characteristics described here are representative of those required for the performance of duties. Physical demands: Positions in this class typically require: climbing, balancing, stooping, kneeling, crouching, reaching, walking, lifting, fingering, grasping, feeling, talking, seeing, and repetitive motions. Work environment: Depending on the assignment, incumbents may be exposed to dirty, dusty, odiferous environments, on construction sites, and in confined spaces in underground storm drain systems in the course of monitoring work. Must be available to work overtime and respond to emergency calls; work varying hours, including weekends, holidays, days off and perform "stand-by" duty as needed. Attachment A CITY OF CARLSBAD CLASS SPECIFICATION JOB TITLE: SENIOR STORM DRAIN MAINTENANCE WORKER DEPARTMENT: PUBLIC WORKS BASIC FUNCTION: Under general supervision, perform and lead the activities of the Storm Drain Maintenance Program (SDMP) which includes operation and maintenance of the City's storm drain system. This may include but is not limited to streets, gutters, catch basins, brow ditches, under sidewalk drains, underground pipes, outlets, and any structural Best Management Practice (BMPs) involving the storm drain system, and to do related work as assigned. DISTINGUISHING CHARACTERISTICS: This is the senior level class in the Storm Drain Maintenance Worker Series. It is distinguished from the Storm Drain Maintenance Workers by the ability of on- going lead responsibility over a storm drain maintenance crew and from the Public Works Supervisor which is the first supervisory level, in charge of the storm drain maintenance crew. Positions in this class are flexibly staffed and are advanced from the Street Maintenance Worker III class, or require experience in storm drain maintenance. KEY RESPONSIBILITIES: Plan, organize and assist in supervising subordinate personnel in assigned divisional programs and activities. Assigned areas include, but are not limited to, the following: Provide lead supervision to maintenance staff involved in the operations and main-tenance of the City's storm drain system components. Assist in preparing job estimates and establish priorities for work crews. Oversee the accuracy and maintenance of material and equipment. May assist in requisition supplies and materials and monitor inventories. Review work performed as assigned in the storm drain system including but not limited to streets, clean gutters to prevent from storm drain, inspect catch basins for hazardous materials, catch brow ditches contaminated and ensure contact with home owners 17 associations or other responsible parties, under sidewalk drains, ensure maintenance of underground pipes, outlets, and any structural BMP's in or adjacent to the storm drain system. Maintain knowledge of database applications for planning, records management, reporting, and records retention. Keep detailed records of the accuracy and maintenance of time, material and equipment. Ensure the maintenance of various records and prepare reports as required. Respond to and resolve citizen complaints encompassing storm drain related customer requests. Perform after hours on call duty on a rotating basis, and perform on-call staff. Ensure proper disposal of all waste materials removed from the storm drain system, and containment if testing is required; contact with appropriate vendors and/or agencies. Maintenance and operation of the City's storm drain system cleaning equipment. Train other less experienced staff on safe work methods and equipment relating to storm drain components. Assist in coordinating field services maintenance activities with other City departments, divisions and sections, and with outside agencies. Assist in performing storm cleanup by removing trash and debris build-up on grates and inlet wings before, during and after storms, and monitor areas prone to flooding. Perform related duties as assigned. EDUCATION AND EXPERIENCE: Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Equivalent to the completion of the twelfth grade and supplemented by course work or specialized training in environmental issues and laws, storm water pollution prevention, watershed concepts, drainage and water flow dynamics. Specialized training in personnel supervision would be desirable and three years of increasingly responsible experience in the assigned area in addition to one year performing at the lead level. License of Certificate: Possession of a valid California Class A Driver's License and a satisfactory driving record. PHYSICAL REQUIREMENTS: While performing the duties of this class, an employee is regularly required to sit; talk or hear, in person and by telephone; use hands to finger, handle, feel or operate standard office equipment; and reach with hands and arms. Specific vision abilities required by this job include close vision and the ability to adjust focus to read and operate office equipment as necessary during the course of the work assignments. Attachment A CITY OF CARLSBAD CLASS SPECIFICATION JOB TITLE: WAREHOUSE TECHNICIAN DEPARTMENT: PUBLIC WORKS MAINTENANCE & OPERATIONS BASIC FUNCTION: Under general direction, to purchase, receive, store and issue material, supplies, tools and equipment; to maintain computerized inventory control systems; and to perform related work as assigned. DISTINGUISHING CHARACTERISTICS: This single position classification is responsible for the full range of warehouse duties. This class is distinguished from the Storekeeper by the scope and complexity of the inventory and duties. Typically incumbents have experience or knowledge of the assigned area. KEY RESPONSIBILITIES: Receive and unpack materials, supplies, parts and equipment, verifying articles received against packing lists and purchase orders; deliver materials to the proper person or unit; issues supplies, tools and materials to field staff, assembling materials from requisitions submitted; tag equipment for fixed asset inventory. Purchase and coordinate the storing of a wide variety of material, supplies, parts, tools and equipment used in the construction, maintenance and repair of the Public Works Maintenance & Operations and Fleet Maintenance departments. Work with operating staff to determine needs; work directly with vendors to determine stock availability. Keep inventory stocked to minimum levels. Source materials and equipment based on pricing, availability and services offered by vendors. Prepare cost estimates for materials for construction, maintenance and repair work. Conduct inventory and audit procedures to measure utilization, inventory costs and loss of materials at designated warehouse sites. Process orders and maintain inventory transaction records in the computer database. Maintain accurate records and files, including manual and computerized inventory control systems; update a catalogue of items stored. Enter purchase order requisitions into the City's financial system, ensuring that departments are billed correctly for their purchases. Verify orders have been received before invoices are paid. Maintain a log of surplus materials and equipment. Operate a forklift, pallet jacks and other equipment in the storage area. Ensure clean, orderly condition of warehouse. A typical way of gaining the knowledge and abilities outlined above is: Education/Training: Graduation from high school or equivalent. Experience: Three years of general warehousing experience, stocking materials and supplies for equipment maintenance. Or two years of increasingly responsible inventory and/or purchasing experience. Experience in purchasing water distribution systems operations or maintenance work is desirable. LICENSING REQUIREMENTS: • Valid California Driver's License. • Forklift Operator Certification within the first six months of employment.
