2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA APPROVING THE 2009-2010 CDBG/HOME PROGRAM
3 FUNDING PLAN AND AUTHORIZING THE DISTRIBUTION OF A REQUEST
FOR PROPOSALS FOR THE 2009-2010 CDBG/HOME PROGRAM.

5 WHEREAS, the City of Carlsbad, California, is entitled to a new allocation of Community
Development Block Grant (CDBG) funds from the U. S. Department of Housing and Urban Development
6 (HUD) for fiscal year 2009-2010; and,
7 WHEREAS, the City of Carlsbad, California is entitled to an allocation of HOME Investment
Partnership (HOME) funds for the fiscal year 2009-2010 as a member of the San Diego County HOME
8 Consortium; and,
9 WHEREAS, the City Council of the City of Carlsbad held a public hearing to consider the
distribution of a "Request for Proposals" for a 2009-2010 CDBG/HOME Program and the required
10 documents for development and implementation of the 2009-2010 CDBG/HOME Program; and,
11 WHEREAS, the City Council has taken all testimony into account.
12 NOW, THEREFORE BE IT HEREBY RESOLVED as follows:
13 1. That the above recitations are true and correct.
14 2. That the City Council approves the 2009-2010 CDBG/HOME Funding Plan, required by
federal regulations, for Carlsbad's CDBG/HOME Program.

3. That staff of the Housing and Redevelopment Department is authorized to distribute a
16 "Request for Proposals" for the City of Carlsbad's 2009-2010 CDBG/HOME Program.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
of the City of Carlsbad on the 2— day of December, 2008, by the following vote to wit:
AYES: Council Members Lewis, Hall, Packard and Nygaard.
NOES: None.
ABSENT: Council Member Kulchin.
