2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING THE FILING OF AN
3 APPLICATION FOR SMART GROWTH INCENTIVE PROGRAM
FUNDS THROUGH THE SAN DIEGO ASSOCIATION OF
4 GOVERNMENTS FOR THE BARRIO AREA LAND USE STUDY,
COMMITTING THE NECESSARY LOCAL MATCH FOR THE
5 PROJECT, AND STATING THE ASSURANCE OF THE CITY OF
CARLSBAD TO COMPLETE THE PROJECT.

WHERAS, $10 million of TransNet Smart Growth Incentive Program (SGIP)

funds are available to local jurisdictions in Fiscal Years 2009-2010; and8
WHEREAS, the City Council desires to apply and become eligible to receive up
to $175,000 in SGIP funds for the Barrio Area Land Use Study; and
WHEREAS, that the City Council understands that the TransNet Smart Growth
Incentive Program funding is fixed at the programmed amount, and therefore any cost increase
cannot be expected to be funded through the SGIP program; and
WHEREAS, that the City Council understands that the TransNet funding through
the SGIP program shall not be used to replace other private developer funding that has been or
will be committed for any project.
1? NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City
18 of Carlsbad:
1 0 1. That the above recitations are true and correct;
2Q 2. That the City of Carlsbad Planning Department is authorized to submit an
21 application to the San Diego Association of Governments (SANDAG) for
22 SGIP funding in the amount of up to $175,000 for the Barrio Area Land Use
23 Study; and
24 3. That a copy of this resolution will be transmitted to SANDAG.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
of the City of Carlsbad on the 10th day of February, 2009, by the following vote to wit:
AYES: Council Members Lewis, Kulchin, Hall, Packard and Blackburn.
NOES: None.
ABSENT: None.
