HomeMy WebLinkAbout2009-05-19; City Council; Resolution 2009-1161 RESOLUTION NO. 2009-116 2 3 4 6 7 8 10 11 3- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE FILING OF AN APPLICATION FOR TRANSPORTATION DEVELOPMENT ACT/TRANSNET FUNDING FOR THE PURCHASE AND INSTALLATION OF AUDIBLE PEDESTRIAN SIGNALS AND COUNT-DOWN PEDESTRIAN SIGNALS AT TWENTY-ONE SIGNALIZED INTERSECTIONS WHEREAS, approximately $8 million of Transportation Development Act/TransNet funding is available for allocation to local agencies in FY 2009-10 through SANDAG to support non-motorized transportation projects in the San Diego region; and WHEREAS, SANDAG has solicited applications from local agencies projects for the construction of non-motorized transportation improvements; and WHEREAS, the City Council has approved the City of Carlsbad Pedestrian Master Plan which guides the future development and enhancement of pedestrian facilities within the city; and IO WHEREAS, the Pedestrian Master Plan has goals, policies and strategies that will 14 encourage people to walk more for short trips, enhance the environment for people with 15 disabilities, children walking to school, and pedestrian safety; and WHEREAS, staff has determined that a project to install audible pedestrian signals and 17 count-down pedestrian signal heads at twenty-one signalized intersections meets SANDAG requirements for submittal of an application for Transportation Development Act/TransNet non- motorized transportation funding and the goals of the Carlsbad Pedestrian Master Plan; and WHEREAS, SANDAG requires agencies to submit a City Council Resolution authorizing submittal of a project application. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, 18 19 20 21 22 California, as follows:23 1. That the above recitations are true and correct.24 2. That the City Engineer is hereby authorized to apply for Transportation Development Act/Transnet funding from SANDAG for a project to install audible 26 pedestrian signals and count-down pedestrian signals at twenty-one existing 27 signalized intersections. 28 " 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council / of the City of Carlsbad on the 19th day of May, 2009, by the following vote to wit: / AYES: Council Members Lewis, Hall, Packard and Blackburn.
