HomeMy WebLinkAbout2009-11-03; City Council; Resolution 2009-2801 RESOLUTION NO. 2009-280 2 " 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE PLANS AND SPECIFICATIONS, AUTHORIZATION TO ADVERTISE FOR BIDS, AND PRE-QUALIFICATION OF CONTRACTORS SEEKING TO BID ON THE JOINT FIRST RESPONDERS TRAINING FACILITY. PROJECT NO. 3686. WHEREAS, the Joint First Responders Training Facility is necessary to meet the training needs of the City's First Responders personnel; and WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment, transportation, and other expenses necessary or incidental to the Joint First Responders Training Facility, Project No. 3686, have been prepared and are on file in the Engineering Department of the City of Carlsbad and are incorporated herein by reference; and WHEREAS, funding for said project has been appropriated from Proposition C funds and in the Unreserved Undesignated General Fund in the 2009/2010 Capital Improvement Program in the amount of $24,500,000 to cover all project costs and is sufficient; and WHEREAS, payment of prevailing wages will not be required as part of the construction contract; and WHEREAS, Public Contract Code ("PCC") §20101 authorizes cities to pre-qualify contractors who wish to bid on public works contracts; and WHEREAS, it is in the public interest for the City to implement a program for pre- qualifying contractors seeking to bid on certain public works projects; and WHEREAS, among other things, PCC §20101 requires a City to adopt a standardized questionnaire and appeals procedure that will allow contractors to appeal .decisions regarding their qualifications to bid on a project requiring pre-qualification. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 07 1. That the above recitations are true and correct. 28 2. That the plans, specifications, and contract documents for the Joint First Responders Training Facility, Project No. 3686 are on file in the Public Works-Engineering Department of the City of Carlsbad and are hereby approved. 3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the Joint First c Responders Training Facility, Project No. 3686, in accordance with the plans, specifications, and contract documents referred to herein. Q 4.
