A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, ACCEPTING THE BID AND AWARDING THE
AGREEMENT TO WEST COAST ARBORISTS, INC., FOR TREE
4 TRIMMING MAINTENANCE SERVICES, BID NO. 09-06.
5 WHEREAS, the City of Carlsbad requires the services of an tree trimming maintenance
6 services contractor; and
WHEREAS, proper bidding procedures have resulted in the City's receipt of a bid from a
qualified contractor, West Coast Arborists, Inc.; and

WHEREAS, a best value evaluation consistent with Carlsbad Municipal Code Section
9
3.28.060 was performed by staff and has resulted in staff's determination that the bid submitted
10 by West Coast Arborists, Inc., at $311,850 for the items of work specified, is the best value to
the City of Carlsbad; and
12 WHEREAS, staff recommends award of the contract for Bid 09-06 Tree Trimming
13 Maintenance Services to West Coast Arborists, Inc., in an amount not-to-exceed $311,850 in
14 the initial one year agreement period; and
15 WHEREAS, the Carlsbad Municipal Code authorizes the City Manager to approve
1g amendments to existing agreements by a maximum of 25% of the original contract amount
17 without prior approval by the City Council; and
WHEREAS, such amendments would be approved for annual extensions, and to18
accommodate probable infrastructure growth, and potential negotiated compensation increases
19
- up to, but not exceeding, the Consumer Price Index for San Diego County; and
20
WHEREAS, the City Manager is authorized to extend the agreement for five additional
21 one-year periods in an amount not-to exceed $389,812 each period; and
22 WHEREAS, sufficient appropriations are available in the Street Trees Maintenance
23 Budget - Assessment District, Medians Maintenance Budget - Assessment District, Parks
24 Maintenance Budget - General Fund, Trails Maintenance Budget - General Fund, and Facilities
Maintenance Budget - General Fund, to fully fund the agreement.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

27 1. That the above recitations are true and correct.

1 2. The bid of West Coast Arborists, Inc., 2200 E. Via Burton Street, Anaheim, CA
2 92806, is the best value.
3. The bid of West Coast Arborists, Inc. is hereby accepted.
3 4. That the maximum compensation amount will not exceed $2,260,910 through the
allowable six-year term of the agreement.
5 5.. That the Mayor of the City of Carlsbad is hereby authorized and directed to
6 execute an agreement with West Coast Arborists, Inc., for an amount not-to-exceed $311,850 in
the initial one year agreement period, for and on behalf of the City of Carlsbad.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
of the City of Carlsbad on the 8th day of December. 2009, by the following vote to wit:
AYES: Council Members Lewis, Kulchin, Hall, Packard and Blackburn.
NOES: None.
