2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING THE CITY OF
3 CARLSBAD 2010 TRAFFIC SIGNAL EVALUATION POLICY.
4 WHEREAS, the City of Carlsbad recognizes that there is a need to install traffic signals
5 at select intersections to promote the safe and efficient movement of people and goods; and
6 WHEREAS, the City of Carlsbad recognizes the need to have an objective evaluation
7 policy to determine when and where traffic signals will be installed in the future; and
8 WHEREAS, traffic signal warrants as contained in the California Manual on Uniform
g Traffic Control Devices (FHWA's MUTCD 2003 Revision 1 , as amended for use in California) are
,|Q used to evaluate intersections; and
1 1 WHEREAS, maintaining an up-to-date qualification list of warranted traffic signals will
„ assist staff when reviewing future Capital Improvement Programs (CIP) or developer projects to
determine the need and schedule of the traffic signal installation; and

WHEREAS, the 2010 Traffic Signal Evaluation Policy contains the 2010 Traffic Signal14
Qualification Lists of warranted intersections; and

WHEREAS, the Traffic Safety Commission unanimously recommended adoption of the
16
2010 Traffic Signal Evaluation Policy, including the 2010 Traffic Signal Qualification List, at their
17
February 1, 2010 meeting.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
19
California, as follows:

1 . That the above recitations are true and correct.
21 2. The City Council of the City of Carlsbad hereby adopts the traffic signal warrant
22 evaluation procedures and the 2010 Traffic Signal Qualification List of prioritized intersections as
23 contained in the 2010 Traffic Signal Evaluation Policy.
04 3. The Transportation Department of the City of Carlsbad is hereby authorized to
OK periodically update the Traffic Signal Qualification List as contained in the Traffic Signal Evaluation
oc^° Policy and present such updated list to the Traffic Safety Commission and the City Council for
27 review and approval.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
of the City of Carlsbad on the 23rd day of March, 2010, by the following vote to wit:
AYES: Council Members Lewis, Kulchin, Hall, Packard and Blackburn.
NOES: None.
ABSENT: None.
