2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING A CONTRACT
3 FOR CONSULTANT SERVICES FOR DESIGN AND
4 IMPLEMENTATION OF A HUMAN CAPITAL
MANAGEMENT SYSTEM (HCMS)
5 WHEREAS, on January 12, 2010, Council authorized the purchase and
6
installation of a Human Capital Management System (HCMS); and
7
WHEREAS, the implementation of a Human Capital Management System8
(HCMS) requires a consultant with specialized knowledge regarding best practices in
10 the design and implementation of an HCMS, including future process design of all
11 Human Resource functions, system and interface configuration and development of
12 training; and
WHEREAS, sufficient funds are available in the Human Resources Department
14 budget and, therefore, no new funding is needed for this professional services
15 agreement.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
17
Carlsbad, California, as follows:18
1 . That the above recitations are true and correct.
20 2. That the fees and compensation for said consulting services shall not exceed
21 $300,000 ($150,000 per year), and shall be as described in the contract
22 between the City of Carlsbad and Michele R. Tackett.

PASSED, APPROVED AND ADOPTED at a Special Meeting of the City Council
of the City of Carlsbad on the 29th day of June, 2010, by the following vote to wit:
