2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING THE CITY
3 MANAGER OR DESIGNEE TO EXECUTE, IN THE NAME
4 OF THE CITY OF CARLSBAD, ALL NECESSARY FORMS
FOR THE PURPOSE OF APPLYING FOR GRANT
5 FUNDING FROM THE CALIFORNIA OFFICE OF TRAFFIC
SAFETY, TO CONDUCT TWO SEATBELT
6 ENFORCEMENT CAMPAIGNS.

8 WHEREAS, the California Office of Traffic Safety is accepting applications for
9
their "Next Generation - Click It or Ticket" Mini-Grant Program for Local Law
10 Enforcement Agencies; and
11
WHEREAS, the goal of this competitive grant is to increase seat belt use to
12
reduce injuries in collisions statewide; and
4 WHEREAS, it is the desire of Carlsbad Police Department to participate in this
15 enforcement program to help increase use of seatbelts locally;
16 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
17 Carlsbad, California, as follows:
1 O 1. That the above recitations are true and correct.

2. That Council authorizes the submittal of this grant application.

3. That the City Manager or designee is authorized to execute, in the name of
21
the City of Carlsbad, all necessary forms for the purpose of applying for grant
2_ funding from the California Office of Traffic Safety to conduct two seatbelt
24 enforcement campaigns.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
of the City of Carlsbad on the 28th day of September, 2010, by the following vote to wit:
AYES: Council Members Lewis, Hall, Packard and Blackburn.
NOES: None.
ABSENT: Council Member Kulchin.
