A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, AUTHORIZING THE FILING OF AN
APPLICATION FOR ACTIVE TRANSPORTATION GRANT
4 PROGRAM FUNDS THROUGH THE SAN DIEGO ASSOCIATION
OF GOVERNMENTS FOR CARLSBAD BOULEVARD/STATE
5 STREET ROUNDABOUT AND A ROAD DIET TO REPURPOSE
THE EXISTING RIGHT-OF-WAY TO INCLUDE A TRAIL, BIKE
6 LANES, AND SIDEWALK ACROSS BUENA VISTA LAGOON AS
PART OF THE COASTAL RAIL TRAIL REACH 1, AND
7 ACCEPTING THE TERMS OF THE GRANT AGREEMENT.
WHEREAS, $8.8 million of Transportation Development Act/TransNet funding for capital
and non-capital active transportation projects is available to local jurisdictions and the County of
San Diego from Fiscal Year 2011 -2012; and
WHEREAS, City of Carisbad wishes to receive $850,000 in Active Transportation Grant
funds for the following project: Carisbad Boulevard/State Street Roundabout and a road diet to
repurpose the existing right-of-way to include a Trail, Bike Lanes, and Sidewalk across Buena
Vista Lagoon as part of the Coastal Rail Trail Reach 1; and
WHEREAS, City of Carisbad understands that the Active Transportation Grant Program
funding is fixed at the programmed amount, and therefore project cost increases that exceed the
grant awarded will be the sole responsibility of the grantee; and
WHEREAS, City of Carisbad agrees to complete the proposed grant project within a
timely matter and in compliance with Board Policy No. 035.
2^ NOW, THEREFORE, BE IT RESOLVED by City Council that City of Carisbad is
22 authorized to submit an application to SANDAG for Active Transportation Grant Program funding
23 in the amount of $850,000 for Carisbad Boulevard/State Street Roundabout and a road diet to
24 repurpose the existing right-of-way to include a Trail, Bike Lanes, and Sidewalk across Buena
25 Vista Lagoon as part of the Coastal Rail Trail Reach 1; and
25 BE IT FURTHER RESOLVED that, if a grant award is made by SANDAG to fund
27 Carisbad Boulevard/State Street Roundabout and a road diet to repurpose the existing right-of-
28 way to include a Trail, Bike Lanes, and Sidewalk across Buena Vista Lagoon as part of the

1 Coastal Rail Trail Reach 1, City Council commits to providing $450,000 of matching funds (in
2 addition to $850,000 grant) using Gas Tax funds and/or in-kind contributions and authorizes the
3 City Manager or designee to accept the grant funds, execute the attached grant agreement with
4 SANDAG with no exceptions, and complete the Project.
