1 RESOLUTION NO. 2012-203
2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING WINNING TEAM
^ GRANTS FOR THE AVIARA OAKS MIDDLE SCHOOL AND
4 MISSION ESTANCIA ELEMENTARY SCHOOL ODYSSEY
OF THE MIND TEAMS, AND APPROPRIATING FUNDS.

6 WHEREAS, the City Council adopted City Council Policy No. 51 which
7 addresses the criteria and process for funding community activities, including
^ participafion by winning teams in national competitions; and
WHEREAS, Section 5 of City Council Policy No. 51 states that the City Council
may approve a Winning Teams Grant for a youth team to offset the cost of travel
expenses to nafional championship competitions; and
WHEREAS, the Aviara Oaks Middle School and Mission Estancia Elementary

School Odyssey of the Mind Teams have submitted requests for reimbursement funding
15 under the Winning Team Grant Program for their participation in the Odyssey of the
16 Mind World Championships held at lowa State University May 23 through 26, 2012; and
17 WHEREAS the Aviara Oaks Middle School Odyssey of the Mind Team consisted
1^ of six (6) students, two (2) coaches and one (1) representative from Carlsbad Unified
School District; and
WHEREAS the Mission Estancia Elementary School Odyssey of the Mind Team
consisted of seven (7) students, two (2) coaches and one (1) representative from
Carlsbad Unified School District; and
WHEREAS awarding said grants will benefit Carlsbad by providing: community
25 exposure from a markefing perspective; a morale booster for both the team members
26 and the community as a whole; support for winning teams help to demonstrate an
27 important community building principle which is: all of us together can do more than

1 each of us can do alone; and, grants that assist in the City's effort to foster an enhanced
2 sense of community where its members feel a sense of belonging and that they matter
^ to one another and to the group; this stronger sense of community, in turn, helps to
encourage commitment to common goals and objectives that benefit the larger
community through an enhanced quality of life; and
WHEREAS, staff recommends approval of a grant in the amount of $2,750 in
direct cash reimbursement assistance to the Aviara Oaks Middle School Odyssey of the
Mind Team; and
10 WHEREAS, staff recommends approval of a grant in the amount of $1,500 in
11 direct cash reimbursement assistance to the Mission Estancia Elementary School
12 Odyssey of the Mind Team.
13 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of

Carlsbad, California, as follows:

1. That the above recitations are true and correct.

2. That the City Manager or designee is authorized to approve reimbursements
up to, but not to exceed, two thousand seven hundred fifty dollars ($2,750) for
19 the costs of travel and related expenses for the Aviara Oaks Middle School
20 Odyssey of the Mind Team which participated in the World Championships at
21 lowa State University from May 23 and 26, 2012, and one thousand five
hundred dollars ($1,500) for the costs of travel and related expenses for the
Mission Estancia Elementary School Odyssey of the Mind team for
participafing in the same championship and represenfing Carlsbad.
3. That the Finance Director is authorized to appropriate four thousand two
hundred fifty dollars ($4,250) from the City Council's General Fund

1 Contingency account, and to distribute said funds on a reimbursement basis
2 as approved by the City Manager or designee for the Aviara Oaks Middle
School and Mission Estancia Elementary School Odyssey of the Mind Teams
as set forth and for the purpose noted above.

PASSED, APPROVED AND ADOPTED at a Regular Meefing ofthe City Council
of the City of Carlsbad on the 28th day of August 2012, by the following vote to wit:
AYES: Council Members Hall, Kulchin, Blackburn, Douglas and Packard.
NOES: None.
ABSENT: None.
