CARLSBAD, CALIFORNIA, APPROVING A CONTRACT
^ WITH SUNGARD PUBLIC SECTOR INC. FOR
PROFESSIONAL SERVICES RELATED TO THE
UPGRADE OF THE CITY'S FINANCIAL INFORMATION
5 SYSTEM AND APPROVING A CONTRACT WITH
SUNGARD PUBLIC SECTOR, INC. FOR APPLICATION

information system by implementing SunGard Bi-Tech's IFAS system; and
WHEREAS, in June 2008, the city upgraded its classic IFAS system to the 71
web-based platform of IFAS for its financial information system needs; and
WHEREAS, human resources, payroll and timekeeping operations have been
migrated to the new Human Capital Management System (HCMS); and
^ WHEREAS, in April 1996, Council authorized the upgrade of the city's financial

j5 WHEREAS, effective January 1, 2013, SunGard Public Sector, Inc. will no longer
16 support the IFAS 7i platform that the city currently uses; and
17 WHEREAS, recently staff conducted a cost benefit analysis, and determined that
1^ upgrading to ONESolution (SunGards's newest platform) is the most efficient solution to
meet all of the city's financial reporting needs; and
WHEREAS, by upgrading to ONESolution, the city will have its financial
information system hosted on a platform that will be supported by SunGard Public
Sector, Inc. in the future, and will allow the city to implement future additional
enhancements to its system; and

1 WHEREAS, there is sufficient funding In the General Fund Non-Departmental
2 innovation budget to fund the professional services agreement with SunGard Public
Sector, Inc. and an application services agreement with SunGard Public Sector, Inc.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.

g 2. That the Mayor of the City of Carlsbad is authorized to sign a professional
9 services agreement between the City of Carlsbad and SunGard Public Sector, Inc. for
10 migration to ONESolution financial system services
3. That the fees and compensation for said professional services shall not
exceed $210,000 and shall be as described in the addendum to the professional
services agreement between the City of Carlsbad and SunGard Public Sector, Inc.
4. That the Mayor of the City of Carlsbad is authorized to sign a contract
between the City of Carlsbad and SunGard Public Sector, Inc. for application services

provider services related to the city's ONESolution upgrade project as outlined in the
18 contract.
19 5. That the fees and compensation for said application services shall not

exceed $124,847 and shall be as described in the contract between the City of Carlsbad

and SunGard Public Sector, Inc.
