2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CAUFORNIA, APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE
4 CONSTRUCTION OF THE LAKE CALAVERA TRAILS BOARDWALK
AND WETLAND RESTORATION PROJECT NO. 38661.

WHEREAS, the City of Carlsbad Lake Calavera Trails Master Plan, approved in January of
2010, consists of improvements to, and maintenance of, existing multi-use recreational trails
within the Lake Calavera Preserve to accommodate hikers and non-motorized bicycles; and
WHEREAS, the Lake Calavera Trails Master Plan proposes the construction of a
11 boardwalk project within the Lake Calavera Preserve to help reduce sedimentation of wetland
12 waters, and the inadvertent compacting of native soils; and
13
WHEREAS, the objective ofthe Lake Calavera Trails Boardwalk and Wetland Restoration
14
project is to construct an elevated boardwalk which will eliminate the current creek crossing
15
activities that are detrimental to the existing wetland and creek areas, and provide mitigation in
the form of constructing % acre of wetlands; and
18 WHEREAS, the boardwalk will serve to protect functions of the wetlands, while
1^ providing recreation benefit to the public by providing a more manageable interaction within

24 Trails Boardwalk and Wetland Restoration Project No. 38661 have been prepared and are on
25 file at the City of Carlsbad Parks and Recreation Department and are incorporated herein by
" reference; and
this fragile ecosystem; and
WHEREAS, the plans and specification for furnishing all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to the Lake Calavera
1 WHEREAS, the City of Carlsbad has received all the necessary resource agency permits
to allow the construction of the Lake Calavera Trails Boardwalk and Wetland Restoration

Project No 38661; and

WHEREAS, the City Council of the City of Carlsbad, California has determined it
5
^ necessary, desirable, and in the public interest to enhance the trails, while protecting the
7 natural habitat, within the Lake Calavera Preserve.
8 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

j2 2. That the plans, specification, and contract documents for the Lake Calavera Trails
13 Boardwalk and Wetland Restoration Project No. 38661 have been prepared and are on
14 file in the Carlsbad Parks and Recreation Department.

19 accordance with the plans, specification, and contract documents referred to herein.
California, as follows that:
1. The above recitations are true and correct.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish, in
accordance with State law, a Notice to Contractors Inviting Bids for the construction of
the Lake Calavera Trails Boardwalk and Wetland Restoration Project No. 38661, in
