2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING SELECTION CRITERIA AND
PERFORMANCE SPECIFICATIONS AND AUTHORIZING DESIGN
4 BUILDER REQUEST FOR PROPOSALS FOR A PHOTOVOLTAIC
SYSTEM AT ALGA NORTE COMMUNITY PARK, PROJECT NO. 3925

WHEREAS, the City of Carlsbad, California has shown its commitment to sustainability
and lowering the long term operational costs of city owned facilities, and
WHEREAS, Alga Norte Community Park and Aquatic Center was designed to achieve the

JQ appropriate balance between investment in energy efficiency and operational savings, and
11 WHEREAS, a feasibility study conducted In February 2013 by Alternative Energy Systems
12 Consulting determined Alga Norte Community Park to be an excellent site for a large scale solar
13
photovoltaic system, and
14
WHEREAS, the study also confirmed that system would be capable of generating
15
approximately 600,000-800,000 kilowatts of energy annually, offsetting much of Alga Norte
16
Community Park's annual electricity consumption, and
18 WHEREAS, City of Carlsbad staff developed selection criteria and the consulting firm of
1^ Alternative Energy Systems Consulting, Inc. prepared the performance specifications needed to
20
issue a request for proposals from parties interested in designing and building a solar
21
photovoltaic system at Alga Norte Community Park, and
22
WHEREAS, the Alga Norte Community Park project was originally approved by the
24 Planning Commission with a Negative Declaration, on March 1, 2006 (Planning Commission
25 Resolution No. 6039). Planning staff has reviewed the proposed photovoltaic panel project
(Consistency Determination) and the City Planner has determined that the proposed project is
1 within the scope of the prior environmental documents and that no further environmental
documentation is required per CEQA Guideline Sections 15162, and
WHEREAS, the necessary funds have been allocated to the Alga Norte Community Park
Capital Improvement Program budget for the future development of a solar photovoltaic
system;
7 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
8 California, as follows:
1. The above recitations are true and correct.
2. The selection criteria and performance specifications are approved and City of
Carlsbad staff is authorized to solicit design builder request for proposals for the
13 development of a solar photovoltaic system at Alga Norte Community Park and to
14 evaluate the proposals and make recommendations to the Carlsbad City Council
regarding future development of a photovoltaic system at Alga Norte Community
Park.
