2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING THE POLICE CHIEF OR DESIGNEE TO
EXECUTE, IN THE NAME OF THE CITY OF CARLSBAD, ALL
4 NECESSARY FORMS FOR THE PURPOSE OF ACCEPTING AND
APPROPRIATING FEDERAL STATE HOMELAND SECURITY GRANT
5 PROGRAM FUNDS TO ENHANCE POLICE AND EMERGENCY
PREPAREDNESS.

WHEREAS, Carlsbad Police Departments is eligible to receive grant funds through the FY
2012 State Homeland Security Grant Program (SHSGP) for emergency preparedness; and
WHEREAS, on October 23, 2012 Council authorized and thereafter the Fire Department
11 applied for the SHSGP grant and San Diego County has approved the grant request; and
12 WHEREAS, through reallocation the County has made an additional $21,838 available to
the City for the purchase of an AVATAR robot; and
WHEREAS, the Police Department will be administering the SHSGP grant funds on behalf
of the City.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
18 California, as follows that:
1. The above recitations are true and correct. 19

23 3. That Council authorizes the receipt of grant funds
2. The SHSGP grant funds require no matching funds. Since all grant-related
purchases and planning costs are 100% reimbursable, the City shall incur no costs.
24 4. The Administrative Services Director is authorized to appropriate funds totaling

$21,838 to the Police Department's grant special revenue fund.

5. That the Police Chief, or designee, is authorized to execute any and all
27
2g documentation associated with the FY 2012 State Homeland Security Grant Program
grant funds which are design to enhance the City of Carlsbad's emergency preparedness
programs.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Coundl ofthe City
of Carlsbad on the 8th day of October, 2013, by the following vote to wit:
